Ch. 879                           MARVIN MANDEL, Governor                               1785

(A)  FEES ESTABLISHED BY THE BOARDS SHALL BE SUFFICIENT
TO ALLOW THE BOARDS TO REMAIN SELF-SUSTAINING.

(B)   THE BOARDS ARE AUTHORIZED TO PAY SUCH EXPENSES
INCURRED IN CARRYING OUT THE PROVISIONS OF THIS SUBTITLE
AS THE BUDGET MAY PROVIDE FOR. FOR PURPOSES OF THIS
SUBTITLE, THE EXPENSES OF BOTH BOARDS SHALL BE
CONSOLIDATED AS A SINGLE ITEM IN THE BUDGET.

(C)  ALL MONEYS COLLECTED UNDER THIS SUBTITLE SHALL BE
PAID OVER TO THE STATE TREASURER AND SHALL BECOME
GENERAL FUNDS OF THE STATE. SUCH MONEYS SHALL
THEREAFTER BE DISBURSED BY THE COMPTROLLER ONLY
PURSUANT TO AN APPROPRIATION MADE IN ACCORDANCE WITH
§§32 AND 52 OF ARTICLE 3 OF THE CONSTITUTION OR PURSUANT
TO THE PROVISIONS OF §§ 1 THROUGH 15, INCLUSIVE, OF ARTICLE
15A OF THIS CODE, TITLE "BUDGET AND FISCAL PLANNING", AS
AMENDED FROM TIME TO TIME.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 145(c) of Article 26 of
the Annotated Code of Maryland (1971 Cumulative Supplement), title
"Courts," subtitle "District Courts"; to add a new Section 21H to Article 83 of
the Annotated Code of Maryland (1969 Replacement Volume and 1972
Cumulative Supplement), title "Sales and Notices," subtitle "Consumer
Protection," to follow immediately after Section 21G thereof; to repeal and
re-enact, with amendments, Section 60A of Article 75 of the Annotated Code of
Maryland (1969 Replacement Volume), title "Pleadings, Practice and Process at
Law," subtitle "Detinue"; to add a new Section 8-303.1 to Article 21 of the
Annotated Code of Maryland (1972 Interim Supplement), "Real Property,"
title "Title VIII, Landlord and Tenant," subtitle "Subtitle 3. Distress For
Rent," to follow immediately after Section 8-303 thereof; to repeal and
re-enact, with amendments, Section 8-304 of Article 21 of the Annotated Code
of Maryland (1972 Interim Supplement), "Real Property," title "Title VIII,
Landlord and Tenant," subtitle "Subtitle 3. Distress For Rent"; to repeal and
re-enact, with amendments, Section 24(e) of Article 1A of the Annotated Code
of Maryland (1968 Replacement Volume), title "Aeronautics," subtitle
"General Provisions"; and to repeal and re-enact, with amendments, Section 45
of Article 63 of the Annotated Code of Maryland (1972 Replacement Volume),
title "Mechanics' Lien," subtitle "Garages"; granting the District Court
exclusive original jurisdiction over replevin actions, regardless of the amounts
involved; providing for certain powers and procedures in the District Court
when a demand for jury trial is filed, granting the District Court authority to
issue injunctions under certain circumstances in replevin and distress actions,
relating generally to procedure in and jurisdiction of the District Court in
replevin actions and clarifying language in connection therewith; adding a new
