AN ACT to add new Section 710B to Article 66C of the Annotated Code of
Maryland (1970 Replacement Volume), title "Natural Resources," subtitle
"Oysters and Clams," to follow immediately after Section 710A thereof, to
prohibit the Department of Natural Resources from leasing certain areas of
[[Queen Anne's and Kent Counties 11 certain counties for the cultivation of
oysters after a certain date.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 710B be and it is hereby added to Article 66C of
the Annotated Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Oysters and Clams," to follow immediately after Section
710A thereof and to read as follows:

710B.

NOTWITHSTANDING THE PROVISIONS OF ANY OTHER SECTION
OF THIS ARTICLE, THE DEPARTMENT OF NATURAL RESOURCES
MAY NOT LEASE ANY OF THE SUBMERGED AREAS OF THE STATE
SITUATED IN TALBOT, QUEEN ANNE'S AND KENT COUNTIES FOR
THE PURPOSE OF THE CULTIVATION OF OYSTERS. NOTHING IN
THIS SECTION SHALL BE CONSTRUED TO AFFECT OR APPLY TO
ANY EXISTING VALID LEASE MADE PRIOR TO AND EFFECTIVE ON
JULY 1, 1973.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, [[Sections 5(a), 6, and 7(a)
and (c)]] Section 5(A) of Article 77A of the Annotated Code of Maryland
(1969 Replacement Volume and 1972 Supplement), title "Higher Education,"
subtitle "Community Colleges," to I (change the procedures for preparing and
presenting the capital improvement and operating budgets, to provide for the
classification of income and expenditures, to provide for the disposition of
surpluses, and generally to revise budgetary procedures.]] provide that the
budgets of Community Colleges [[except a]] and Regional Community
[[College]] Colleges shall be subject to review and approval by the counties
