valves, engines and machinery belonging to any company using or engaged in the
supplying of water for domestic, agricultural or manufacturing purposes, or either
of them; or to make any connection with any such canals, springs, reservoirs,
tunnels, mounds, dams, plugs, mains, pipes, conduits, connections, taps, valves,
engines and machinery, for the purpose of wasting or using such water, or to in
anywise tamper with any meters used to register the water consumed, unless such
person or persons shall be duly authorized by or be in the employ of such
company. [; provided, that nothing] NOTHING in this section shall in any way
interfere with the lawful supervision and control of water companies, their canals,
springs, reservoirs, tunnels, mounds, dams, plugs, mains, pipes, conduits,
connections, taps, valves, engines and machinery by the municipalities. [; nor shall
anything] NOTHING in this section SHALL interfere with any right now
existing in any municipality to pass ordinances relating to and regulating such
water companies.

(B) THE PROVISIONS OF THIS SECTION APPLY TO ANY PUBLICLY
OWNED WATER SUPPLY COMPANY IN WASHINGTON COUNTY.

(C) Any person or persons found guilty of a violation of any of the provisions of
this section shall be deemed guilty of a misdemeanor and shall, upon conviction
thereof, be imprisoned not exceeding six months or fined not exceeding five
hundred dollars, or both or either, at the discretion of the court; provided, that
none of the provisions of this section shall apply to Carroll County.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 830
(House Bill 1028)

AN ACT to add new Section 10F to Article 25 of the Annotated Code of
Maryland (1966 Replacement Volume and 1971 Supplement), title "County
Commissioners," subtitle "General Provisions," to follow immediately after
Section 10E thereof, to authorize the County Commissioners of Talbot County:
(1) to determine the salary and expenses of the Talbot County State's Attorney
and his assistant; (2) to determine the necessary costs and expenses related to
the efficient performance of the Talbot County State's Attorney's Office; (3) to
determine the compensation and expenses of the Talbot County Supervisors of
Elections Board; (4) to regulate the possession and maintenance of dogs and to
set dog license fees; (5) to determine both the salary of the Talbot County
Sheriff and the necessary costs and expenses for the efficient operation of his
office; and (6) to determine the salary and expenses of the judges of the Talbot
County Orphans' Court; to provide that unless and until superseded by action of
the County Commissioners or County Treasurer under this Act, all public
general and public local laws regulating the matters affected by this Act which
are in force on the effective date of this Act shall remain in full force and effect;
to provide a procedure for the enactment of any legislation authorized by this
Act with which the Talbot County Commission must comply; and generally
relating to the operation of the local government of Talbot County.
