[(c) The following classifications and their respective numbered pay scales of
the Maryland State employees standard salary scales for State employees are
hereby established and shall apply to the supervisors of assessments of the several
counties and the director of the department of assessments of Baltimore City. The
several classes of counties are as specified in subsection (a) of this section, and the
scales are as established from time to time:

(c-1) On and after July 1, 1967, the classifications and pay scales of the several
supervisors of assessments shall be in the same relative position in the standard
salary scales then in effect as in the standard salary scales in effect on January 1,
1967; provided that the compensation in each respective classification from and
after July 1, 1967, shall be at least ten per centum (10%) greater than immediately
prior thereto. Notwithstanding the provisions of this subsection the salary
applicable to the supervisor of assessments for Anne Arundel County shall be
salary scale 13 and the salary applicable to the supervisor of assessments in
Allegany, Frederick, Harford, Howard and Washington counties shall be salary
scale 12. In no event shall the salary for a supervisor of assessments be less than
the salary applicable for senior assessors in any jurisdiction.
(d) The salaries of all persons, mentioned in this section and § 237 of this
article, shall be paid monthly, semimonthly, or biweekly, as determined by the
appropriate local authorities. A sum equivalent to sixty per centum (60%) of the
annual salary shall be paid by the Comptroller for the State of Maryland from
general funds to the several counties and the City of Baltimore, such payments to
be made to the said counties and Baltimore City quarterly. The several counties
and Baltimore City are hereby directed to levy annually such sums as may be
required to pay the remaining forty per centum (40%) of these salaries. The board
of county commissioners or the county council of any county and the mayor and
city council of Baltimore in its discretion may levy and pay an additional sum in
excess of the salary schedules provided in this section as extra compensation for
any such position. In such event, however, the portion of the salaries to be paid by
the State shall be limited to the amount and percentage for any such positions
which are specified in this section. Notwithstanding the provision of this
subsection, in Anne Arundel, Calvert and St. Mary's counties, the county shall
levy and pay a sum equal to the amount required as the State's share of the
salaries, as prescribed in this subsection. In Allegany, Carroll, Frederick, Garrett,
and Washington counties, the counties shall provide a supplement of ten percent
(10%) above the applicable scales.]
[(e)] (C) The supervisors of assessments of the several counties and [[the
director of the department of assessments in]] Baltimore City shall devote full
time to the discharge of their respective duties. Each such person shall act as chief
assessor in his political subdivision and shall have such additional duties as the
