AN ACT to repeal and re-enact, with amendments, Section 3-418 of Article
66-1/2 of the Annotated Code of Maryland (1970 Replacement Volume), title
"Vehicle Laws," subtitle "Subtitle 3 Certificates of Title and Registration of
Vehicles," subheading "Part IV. Registration of Vehicles," to provide that the
Motor Vehicle Administration under certain conditions furnish vehicle
registration information to certain I (governmental agencies and to national
veterans organizations and to prohibit the Administration from furnishing such
information to other organizations, except under certain conditions]] firms,
persons or organizations; limiting the use of the distributed information; and
permitting a minimum fee to be charged for the distributed information.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-418 of Article 66-1/2 of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws," subtitle "Subtitle 3
Certificates of Title and Registration of Vehicles," subheading "Part IV.
Registration of Vehicles," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

[(a) The Commissioner shall compile and publish in books or bulletins a list of
all registered vehicles and thereafter compile and publish supplements thereto. The
list of registered vehicles shall be arranged serially according to the registration
numbers assigned to registered vehicles and contain in addition the names and
addresses of registered owners and a brief description of each vehicle including the
identifying number thereof.
(b) Copies of the lists may be furnished free of charge to public officials of the
State, to the police departments of all the counties and municipalities of the State,
and to the offices of the sheriffs and county commissioners of the several counties
in the discretion of the Department, and the Department may also furnish copies
of the lists to all other persons applying for them at a price not less than the cost
of the lists to the State.]
[[UPON REQUEST AND WITH THE APPROVAL BY THE
ADMINISTRATION OF THE PURPOSE FOR WHICH THE REQUEST
WAS MADE, THE ADMINISTRATION SHALL FURNISH VEHICLE
REGISTRATION INFORMATION TO AGENCIES OF THE FEDERAL,
STATE, AND LOCAL GOVERNMENTS, AND TO CONGRESSIONALLY
CHARTERED NATIONAL VETERAN ORGANIZATIONS; PROVIDED,
HOWEVER, THESE AGENCIES AND ORGANIZATIONS SHALL BE
PROHIBITED FROM DISTRIBUTING THE INFORMATION FOR OTHER
THAN THE PURPOSE FOR WHICH IT WAS FURNISHED. THE
ADMINISTRATION SHALL NOT FURNISH THIS INFORMATION TO
ANY OTHER ORGANIZATION, EXCEPT THOSE ORGANIZATIONS
THAT, IN ITS DISCRETION, WILL USE THE INFORMATION SOLELY
FOR HIGHWAY SAFETY RELATED PROGRAMS.]]
THE ADMINISTRATION MAY FURNISH VEHICLE REGISTRATION
INFORMATION TO THOSE FIRMS, PERSONS, OR ORGANIZATIONS
REQUESTING IT PROVIDED THAT THE ADMINISTRATION
APPROVES OF THE PURPOSE FOR WHICH THE REQUEST IS MADE.
ALL FIRMS, PERSONS OR ORGANIZATIONS FURNISHED SUCH
