as for renewal, suspension, and revocation of certificates of registration.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 713
(Senate Bill 818)

AN ACT to repeal and re-enact, with amendments, [[Sections 7(a) and]] Section
7 (b) of Article 77A of the Annotated Code of Maryland ([[1969 Replacement
Volume and]] 1972 Supplement), title "Higher Education," subtitle
"Community Colleges," to [[increase the State contribution to community
colleges and to limit the fees and charges required from the students at
community colleges to three hundred fifty dollars ($350) and to require the
State to pay the difference between the twenty-two percent (22%) of the current
expenses which the students are required to pay and the three hundred fifty
dollars ($350) limit on the student tuition. ]] change the State, local government
and student share of the expenses of operating certain community colleges and
regional colleges and the requirements for regional colleges subject to this
funding.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That [[Sections 7(a) and]] Section 7 (b) of Article 77A of the
Annotated Code of Maryland ([[1969 Replacement Volume and]] 1972
Supplement), title "Higher Education," subtitle "Community Colleges," be and
[[they are]] it is hereby repealed and re-enacted, with amendments, to read as
follows:

7.

[[(a) Each community college or regional community college operating under
the provisions of this subtitle shall be financed on the general basis of receiving
fifty percent (50%) of tits current expenses from the State, AND twenty-eight
percent (28%) from the county or counties (or Baltimore City) for which it is
established [, and twenty-two percent (22%) from fees and charges required from
students at the community college]. TWENTY-TWO PERCENT (22%) OF THE
CURRENT EXPENSES SHALL BE FINANCED BY THE TUITION
REQUIRED FROM STUDENTS AT THE COMMUNITY COLLEGE, BUT
THESE FEES AND CHARGES SHALL NOT EXCEED THE SUM OF
THREE HUNDRED AND FIFTY DOLLARS ($350). THE STATE SHALL
PAY THE DIFFERENCE BETWEEN THE TWENTY-TWO PERCENT (22%)
OF THE CURRENT EXPENSES WHICH THE STUDENTS ARE
REQUIRED TO PAY AND THE THREE HUNDRED FIFTY DOLLARS
($350) LIMIT ON THE STUDENT TUITION. In this computation, "current
expenses," shall be the product of the per-student operating cost for the current
fiscal year multiplied by the number of full-time equivalent students enrolled in the
current fiscal year. For the purposes of determining the State share of financing,
the number of full-time equivalent students shall be computed by dividing the
student credit hours produced in the fiscal year by thirty (30).]]
