SECTION 3. AND BE IT FURTHER ENACTED, That Section 33A of
Article 43 and Section 6A of Article 62 of the Annotated Code of Maryland (1971
and 1972 Replacement Volumes, respectively and 1972 Supplement), relating to
sickle cell anemia are repealed immediately, [[and Section 38A of Article 43 of
the Annotated Code of Maryland (1971 Replacement Volume) is repealed effective
July 1, 1975]].

AN ACT to repeal and re-enact, with amendments, Sections 12-201 through
12-206, inclusive, of Article 21 of the Annotated Code of Maryland (1966
Replacement Volume and 1972 Interim Supplement), title "Real Property,"
subtitle "Eminent Domain," to be under a new subheading to be known as
"Relocation Assistance and Real Property Acquisition Policies," to add new
Sections 12-206.1, 12-206.2 and 12-206.3 to said Article, title, and subtitle, to
follow immediately after Section 12-206 thereof; [[and ]] to repeal and re-enact,
with amendments, [[Section]] Sections 12-207 and 12-208 of said Article, title
and subtitle _,_ and to add new Section 12-209 to the said Article, title and
subtitle; to define, for purposes of the "Relocation Assistance and Real
Property Acquisition Policies" subtitle, the terms "public agency" and "private
agency" and to incorporate said terms into the present sections on relocation
assistance; to provide that, to the greatest extent practicable, a public agency
shall be guided by certain real property acquisition policies; to provide that a
public agency shall acquire an equal interest in all buildings, structures or other
improvements located upon real property which it acquires and to provide for
the method of determining just compensation for such structures; to provide
that a public agency shall make certain payments for expenses incidental to
transfer of title to such public agency; to provide for the establishment of
regulations and procedures for the implementation of relocation assistance and
real property acquisition programs; and generally relating to relocation
assistance and real property acquisition policies.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 12-201 through 12-206, inclusive, of Article 21 of
the Annotated Code of Maryland (1966 Replacement Volume and 1972 Interim
Supplement), title "Real Property," subtitle "Eminent Domain," to be under a
new subheading to be known as "Relocation Assistance and Real Property
Acquisition Policies" be and they are hereby repealed and re-enacted, with
amendments; that new Sections 12-206.1, 12-206.2, and 12-206.3 be and they are
hereby added to said Article, title and subtitle, to follow immediately after Section
12-206 thereof, [[and]] that [[Section]] Sections 12-207 and 12-208 of said
Article, title and subtitle be and [[it is]] they are hereby repealed and re-enacted,
with amendments, and that new Section 12-209 be and it is hereby added to the
said Article, title and subtitle, to read as follows:

[(a) The term "condemning authority" shall mean the State, a political
subdivision or any agency thereof, or any board or commission having the right to
acquire land for public purposes by eminent domain proceedings, and any public or
