DEPARTMENT OF HEALTH AND MENTAL HYGIENE, TO SERVE AS
EX-OFFICIO, NON-VOTING MEMBERS OF THE COMMISSION.
(D) WHEN A VACANCY ON THE COMMISSION OCCURS FOR
ANY REASON OTHER THAN THE NORMAL EXPIRATION OF A TERM
OF OFFICE, A MEMBER SHALL BE PROMPTLY APPOINTED IN THE
MANNER PRESCRIBED ABOVE, EXCEPT THAT IN THE CASE OF
SUCH A VACANCY, THE ORGANIZATIONS SUBMITTING LISTS TO
THE GOVERNOR NEED NOT SUBMIT SUCH LISTS THREE MONTHS
PRIOR TO THE DATE FOR MAKING APPOINTMENTS, PROVIDED
THEY MEET THE GOVERNOR'S REASONABLE REQUEST FOR SUCH A
LIST.
(E) THE FULL COMMISSION SHALL MEET AT LEAST TWICE
EACH YEAR. IF, FOR ANY REASON, ALL ELEVEN MEMBERS ARE
NOT PRESENT AT MEETINGS OF THE COMMISSION, BUSINESS MAY
BE CONDUCTED IF A MAJORITY OF THE MEMBERS ARE PRESENT.
A DECISION OF THE MAJORITY OF THE MEMBERS PRESENT SHALL
BE A DECISION OF THE COMMISSION. THE GOVERNOR SHALL
APPOINT A CHAIRMAN TO SERVE FOR ONE YEAR FROM THE DATE
OF THE FIRST MEETING OF THE COMMISSION. THEREAFTER, THE
COMMISSION SHALL CHOOSE FROM AMONG ITS NUMBER A
CHAIRMAN AND A VICE-CHAIRMAN BY MAJORITY VOTE, WHO
SHALL HOLD THEIR RESPECTIVE OFFICES FOR TWO YEARS AND
UNTIL THEIR SUCCESSORS ARE CHOSEN. SUCH OFFICERS MAY
SUCCEED THEMSELVES.

THE COMMISSION SHALL HAVE THE POWER TO EMPLOY [[AN
EXECUTIVE DIRECTOR AND]] SUCH [[OTHER]] PERSONS AS THE
COMMISSION DEEMS NECESSARY TO PERFORM ITS DUTIES AND
EXERCISE ITS POWERS. THE COMPENSATION OF [[THE EXECUTIVE
DIRECTOR AND OF]] SUCH [[OTHER]] HELP SHALL BE AS
PROVIDED IN THE STATE BUDGET. THE COMMISSION SHALL HAVE
THE POWER TO ESTABLISH SUCH ADVISORY COMMITTEES AS IT
DEEMS NECESSARY TO PERFORM ITS DUTIES AND EXERCISE ITS
POWERS.

(A) IN ORDER TO PRESERVE AND PROTECT THE HEALTH AND
WELFARE OF THE CITIZENS OF THE STATE OF MARYLAND, THE
COMMISSION ON HEREDITARY DISORDERS SHALL HAVE THE
POWER TO:
[[(A)]] (1) ESTABLISH AND PROMULGATE RULES,
REGULATIONS, AND STANDARDS FOR [[SERVICES ON]] THE
DETECTION AND MANAGEMENT OF HEREDITARY DISORDERS
[[PROVIDED]] IN THE STATE OF MARYLAND;
[[(B)]] (2) GATHER AND DISSEMINATE INFORMATION TO
FURTHER THE PUBLICS UNDERSTANDING OF HEREDITARY
DISORDERS;
[[(C)]] (3) ESTABLISH SYSTEMS FOR RECORDING
INFORMATION OBTAINED IN PROGRAMS REGULATED BY THE
COMMISSION;
