CHAPTER 694
(Senate Bill 586)

[[AN ACT to add new Section 14L to Article 77A of the Annotated Code of
Maryland (1969 Replacement Volume and 1972 Supplement), title "Higher
Education," subtitle "State Colleges," to follow immediately after Section 14K
thereof; to add new Section 30A to said Article, title, and subtitle "Maryland
Council for Higher Education," to follow immediately after Section 30 thereof;
establishing the University of Baltimore as a State associated institution;
creating a board of trustees; defining the powers and limitations of the board;
providing for State aid, requiring certain audits; requiring the Maryland Council
of Higher Education to provide certain academic approval and making the Act
contingent upon the approval of the Board of Trustees of the University of
Baltimore.]]

AN ACT to repeal and re-enact, with amendments. [[Section 11(a)]] Sections
11a) and 12(g) of Article 77A of the Annotated Code of Maryland (1969
Replacement Volume and 1972 Supplement), title "Higher Education", subtitle
"State Colleges," and to add new Sections 14L and 14M to the said Article and
subtitle of the Code, to follow immediately after Section 14K thereof, to place
the University of Baltimore under the authority of the board of trustees of the
State colleges, to authorize the board of trustees of State colleges to set certain
tuition and fees relating only to undergraduate and graduate and professional
schools and other appropriate divisions of the University of Baltimore to
transfer all property and. assets, including any and all credits, rights, liabilities
and obligations of the University of Baltimore to the board of trustees of the
State colleges, to designate the University of Baltimore as an upper division
academic institution which shall accommodate certain students, to require the
board of trustees of the State colleges and the Maryland Council of Higher
Education to provide certain academic approval of the board of trustees of the
University of Baltimore, to provide for termination of the Board of Trustees of
the University after certain actions, and generally relating to the status and
position of the University of Baltimore as an educational institution.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That [[new Section 14L be and it is hereby added to Article 77A
of the Annotated Code of Maryland (1969 Replacement Volume and 1972
Supplement), title "Higher Education," subtitle "State Colleges," to follow
immediately after Section 14K thereof; to add new Section 30A to said Article,
title, subtitle "Maryland Council for Higher Education," to follow immediately
after Section 30 thereof, and to read as follows: ]] [[Section 11(a)]] Sections 11(a)
and 12(g) of Article 77A of the Annotated Code of Maryland (1969 Replacement
Volume and 1972 Supplement), title "Higher Education." subtitle "State
Colleges." be and [[it is]] they are hereby repealed and re-enacted, with
amendments, and that new Sections 14L and 14M be and they are hereby added to
the said Article and sub-title of the Code, to follow immediately after Section 14K
thereof, and all to read as follows:

(A) THE UNIVERSITY OF BALTIMORE SHALL BE UNDER THE
CONTROL, SUPERVISION AND MANAGEMENT OF A BOARD OF
TRUSTEES. THE BOARD SHALL CONSIST OF 22 MEMBERS, ELEVEN
OF WHOM SHALL BE APPOINTED BY THE GOVERNOR. OF THOSE
FIRST APPOINTED BY THE GOVERNOR FOUR SHALL BE APPOINTED
FOR A TERM OF ONE YEAR, FOUR FOR A TERM OF TWO YEARS,
AND THREE FOR A TERM OF THREE YEARS, AND THEIR
