AN ACT to add new Section 143A to St. Mary's County Code (1965 Edition,
being Article 19 of the Code of Public Local Laws of Maryland), title "St.
Mary's County," to be under the new subtitle "Plumbing Code," and to follow
immediately after Section 143 thereof; to provide that the St. Mary's County
Commissioners have certain powers in regard to a county plumbing code,
concerning administration of the code [[and delegation of authority. ]]; to
provide for power to appoint a plumbing board and to budget funds for
expenses therefore and to provide that this Act is an emergency measure.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 143A is hereby added to St. Mary's County
Code (1965 Edition, being Article 19 of the Code of Public Local Laws of
Maryland), title "St. Mary's County," to be under the new subtitle "Plumbing
Code," and to follow immediately after Section 143 thereof, and to read as
follows:
143A. PLUMBING CODE.
(A) THE COUNTY COMMISSIONERS OF ST. MARY'S COUNTY
HAVE THE POWER TO ADOPT, AMEND AND REPEAL RULES AND
REGULATIONS PERTAINING TO A COUNTY PLUMBING CODE.
(B) IN THE ADMINISTRATION OF THE PLUMBING CODE, STATE
STANDARDS SHALL BE UTILIZED AS MINIMUM REQUIREMENTS.
(C) THE COUNTY COMMISSIONERS OF ST. MARY'S COUNTY
[[MAY DELEGATE AUTHORITY UNDER THIS SECTION.]] SHALL
APPOINT A PLUMBING BOARD AND BUDGET FUNDS FOR
REASONABLE EXPENSES INCURRED BY BOARD MEMBERS.
[[SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.11
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage.
