1230                                      LAWS OF MARYLAND                                Ch. 583

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That Section 317-37 of Article 41 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Governor-Executive and
Administrative Departments," subtitle "26. Washington Metropolitan Area Transit
Regulation Compact," subheading "Title III. Washington Metropolitan Area
Transit Authority Compact," under "Article IX. Revenue Bonds," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

317-37.

The board may provide for the execution and authentication of bonds by the
manual, lithographed or printed facsimile signature of members of the board, and
by additional authentication by a trustee or fiscal agent appointed by the board;
provided, however, that one of such signatures shall be manual [.]; AND
PROVIDED, FURTHER, THAT NO SUCH ADDITIONAL
AUTHENTICATION OR MANUAL SIGNATURES NEED BE REQUIRED
IN THE CASE OF BONDS GUARANTEED BY THE UNITED STATES OF
AMERICA. If any of the members whose signatures or countersignatures appear
upon the bonds or coupons cease to be members before the delivery of the bonds
or coupons, their signatures or countersignatures are nevertheless valid and of the
same force and effect as if the members had remained in office until the delivery of
the bonds and coupons.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage and
the Compact shall be deemed to be amended as soon thereafter as substantially
similar concurring legislation shall be enacted by or on behalf of the District of
Columbia and Virginia and consent thereto shall have been granted by the
Congress of the United States.

CHAPTER 584
(House Bill 940)

AN ACT to repeal and re-enact, with amendments, Section 363 of Article 27 of
the Annotated Code of Maryland (1971 Replacement Volume), title and subtitle
"Crimes and Punishments," subheading "Lotteries," to provide that the
prohibition against publication of the results of a lottery is not applicable to any
lottery conducted by any government.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 363 of Article 27 of the Annotated Code of
Maryland (1971 Replacement Volume), title and subtitle "Crimes and
Punishments," subheading "Lotteries," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
