AN ACT to repeal and re-enact, with amendments, Section 8(a) of Article 77A of
the Annotated Code of Maryland (1969 Replacement Volume), title "Higher
Education," subtitle "Community Colleges," to expand the membership of the
State Board for Community Colleges to eight members, one of whom shall be a
student in good standing attending a community college in Maryland; to provide
for the appointment and term of office of the student member; and to clarify
the language therein.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 8(a) of Article 77A of the Annotated Code of
Maryland (1969 Replacement Volume), title "Higher Education," subtitle
"Community Colleges," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
(a) The State Board for Community Colleges is created to consist of [seven]
EIGHT members. One of the members always shall be the State Superintendent of
Schools. [The other six] SIX members shall be appointed by the Governor with
the advice and consent of the Senate from among citizens of the State who are
known for their interest in civic and public affairs and for their knowledge and
perception in educational matters. [The] THESE six members first appointed shall
be appointed respectively for terms of from one to six years and, as each of these
terms expires, and thereafter, a successor shall be appointed by the Governor with
the advice and consent of the Senate for a full term of six years. THE EIGHTH
MEMBER OF THE STATE BOARD FOR COMMUNITY COLLEGES
SHALL BE A STUDENT IN GOOD STANDING ATTENDING A
COMMUNITY COLLEGE IN MARYLAND WHO SHALL BE APPOINTED
BY THE GOVERNOR, AFTER CONSIDERATION OF THE
RECOMMENDATIONS OF THE PRESIDENTS OF THE COMMUNITY
COLLEGES AND WITH THE ADVICE AND CONSENT OF THE SENATE,
FOR A TERM OF ONE YEAR BEGINNING JULY 1 AND ENDING JUNE
30. A member of the Board may be appointed to successive terms. The Governor
shall include one member of the State Board of Education among his initial [six]
appointments.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.
