AN ACT to repeal and re-enact, with amendments, Section 23 of Article 15A of
the Annotated Code of Maryland (1972 Supplement), title "Budget and Fiscal
Planning," subtitle "Department of Budget and Fiscal Planning," [[to make
certain corrections to the language therein]] to clarify the power of the
Secretary of Budget and Fiscal Planning to make studies of the efficiency of
State agencies and reports to the Governor.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 23 of Article 15A of the Annotated Code of
Maryland (1972 Supplement), title "Budget and Fiscal Planning," subtitle
"Department of Budget and Fiscal Planning," be. and it is hereby repealed and
re-enacted, with amendments, to read as follows:

In connection with [this] [[HIS]] THE SECRETARY'S study of the needs of
the several departments, boards, commissions, bureaus, divisions, institutions and
agencies of the State, the Secretary shall give careful attention to the
administration, organization and duties of the same in order to ascertain [whether]
IF there is any duplication or overlapping of work, duties or functions, and shall
make reports and recommendations to the Governor for the reorganization or
consolidation of any departments, boards, commissions, bureaus, divisions,
institutions or agencies [whenever] IF, in [[his]] THE SECRETARY'S opinion,
[such] reorganization or consolidation would result in economy or efficiency, or be
[to] IN the best interest of the State.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Sections 6-105(c), (d), (e), and
6-111.1 of Article 66-1/2 of the Annotated Code of Maryland (1970
Replacement Volume), title "Vehicle Laws," subtitle "Subtitle 6. Drivers'
Licenses," subheading "Part 1. Issuance of Licenses, Expiration and Renewal,"
to provide that an instruction and examination license issued by the
Administration is valid for a period of ninety (90) days from date of issue; to
provide for the waiver of the 14 day waiting period under certain conditions;
I [to provide for the renewal of the instruction and examination license;]] and
to provide for a revised schedule of fees concerning issuance, expiration and
renewal of driver's and instruction and examination licenses.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 6-105(c), (d), (e), and 6-111.1 of Article 66 1/2 of
the Annotated Code of Maryland (1970 Replacement Volume), title "Vehicle
