(House Bill 203)

AN ACT to repeal and re-enact, with amendments, Section 8(e)(l) of Article 95A
of the Annotated Code of Maryland (1972 Supplement), title "Unemployment
Insurance Law," subtitle "Contributions," to permit the filing of letters of
credit with the Executive Director on behalf of any nonprofit organization as
security for payments in lieu of contributions.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 8(e)(l) of Article 95A of the Annotated Code of
Maryland (1972 Supplement), title "Unemployment Insurance Law," subtitle
"Contributions," be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

(e)(l) Provision of Bond or Other Security. Any nonprofit organization that
elects to become liable for payments in lieu of contributions shall be required
within 30 days after the effective date of its election, to execute and file with the
Executive Director a surety bond approved by the Executive Director. It may elect
instead to deposit with the Executive Director money or securities, INCLUDING
IRREVOCABLE LETTERS OF CREDIT, [[IRREVOCABLE. EXCEPT]]
WITH THE APPROVAL OF THE EXECUTIVE DIRECTOR [[, in the
discretion of the Executive Director 11. The amount of that bond, [or] deposit OR
OTHER SECURITY shall be determined in accordance with the provisions of this
paragraph.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to add new Section 98C to Article 77 of the Annotated Code of
Maryland ([[1969 Replacement Volume and]] 1972 Supplement), title "Public
Education," subtitle "Chapter 6. The Public Schools," to follow immediately
after Section 98B thereof, to provide for learning disability evaluation of
children entering [[first grade]] certain grades for the first time in the public
school system, and to provide for the development, guidance and
implementation of programs for disabled students.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 98C be and the same is hereby added to Article
77 of the Annotated Code of Maryland ([[1969 Replacement Volume and]] 1972
Supplement), title "Public Education," subtitle "Chapter 6. The Public Schools,"
