WHEREAS, the lack of adequate lighting and sidewalks, in addition to
stagnant water standing in this open ditch between storms, creates a health and
safety hazard to residents of the area; and
WHEREAS, the heavy rains and flooding associated with Hurricane Agnes in
June of 1972 further reinforced the need for immediate action to correct the
aforementioned conditions and to protect the health, welfare, and safety of the
citizens of this area; now, therefore
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 211R be and it is hereby added to Article 89B of
the Annotated Code of Maryland (1969 Replacement Volume and 1972
Supplement), title "State Roads," subtitle "Expenditure of Commission's Funds
and Programming and Scheduling of Highway Projects," to follow immediately
after Section 211Q thereof, and to read as follows:
211R.
THE OFFICIAL "TWENTY-YEAR HIGHWAY NEEDS STUDY" OF
THE STATE HIGHWAY ADMINISTRATION IS AMENDED TO SHOW
THE NEED FOR THE RECONSTRUCTION OF MARYLAND ROUTE 150,
KNOWN AS EASTERN BOULEVARD, BETWEEN THE 1600 BLOCK OF
EASTERN BOULEVARD AND THE INTERSECTION OF EASTERN
BOULEVARD AT BENNET ROAD IN BALTIMORE COUNTY,
MARYLAND, THE RECONSTRUCTION OF WHICH SHALL BE
UNDERTAKEN AS SOON AS PRACTICABLE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 81)
AN ACT to repeal and re-enact, with amendments, Section 20 of Article 30 of the
Annotated Code of Maryland (1971 Replacement Volume), title "Deaf, Mute or
Blind," subtitle "Public Assistance to the Needy Blind"; to repeal Section 72 of
Article 88A of the Annotated Code of Maryland (1969 Replacement Volume),
title "Social Services Administration," subtitle "Old Age Assistance"; and to
add a new Section 62A to Article 88A of the Annotated Code of Maryland
(1969 Replacement Volume, 1972 Supplement), title "Social Services
Administration," to follow immediately after Section 62 thereof, to be under the
new subtitle "Funeral Expenses," to provide for other factors to be considered
by a local unit in determining whether reasonable funeral expenses should be
paid for the blind recipient; to repeal the provision for funeral expenses to be
paid for recipients of benefits under the Old Age Assistance Act; and to provide
for the payment of reasonable funeral expenses for recipients of benefits under
certain programs of the Social (Services Administration ,. and the Federal
Supplemental Security Income Program: and stating the effect of this Act upon
certain other laws.
