debts and taxes have been paid, transfer the certificate of registration to such boat
or vessel to the person entitled thereto; and no administration shall be necessary
under this article. A verified statement signed by two persons to the effect that
they have personal knowledge as to the value of boats of the type of the particular
boat involved and that the value of said boat does not exceed [$1,500]
[[$10,000]] $5,000 shall be sufficient evidence as to the value of the boat to
warrant the transfer of the registration certificate.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 498
(Senate Bill 1211)

AN ACT to add new Section 464A to Article 66C of the Annotated Code of
Maryland (1970 Replacement Volume and 1972 Supplement), title "Natural
Resources," subtitle "Livestock," subheading "Swine," to follow immediately
after Section 464 thereof, to prohibit the feeding of garbage to swine except as
provided therein and providing for enforcement measures by the Department of
Agriculture and for penalties for violation thereof.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 464A be and it is hereby added to Article 66C
of the Annotated Code of Maryland (1970 Replacement Volume and 1972
Supplement), title "Natural Resources," subtitle "Livestock," subheading
"Swine," to follow immediately after Section 464 thereof, to read as follows:

464 A.

(A)  GARBAGE FED TO SWINE CONTRIBUTES TO THE SPREAD OF
INFECTIOUS ANIMAL DISEASES. IT IS THEREFORE DECLARED TO
BE THE PUBLIC POLICY OF THIS STATE TO PROHIBIT THE FEEDING
OF GARBAGE AS DEFINED IN THIS SECTION TO SWINE TO ASSIST
IN THE PREVENTION AND ERADICATION OF ANIMAL DISEASES
AND FOR THE PROTECTION OF THE PUBLIC HEALTH AND PUBLIC
WELFARE.

(B)   AS USED IN THIS SECTION, THE FOLLOWING DEFINITIONS
SHALL APPLY:

(1) "GARBAGE" MEANS PUTRESCIBLE ANIMAL AND FOWL
WASTES RESULTING FROM THE HANDLING, PREPARATION,
COOKING AND CONSUMPTION OF FOODS INCLUDING ANIMAL
AND FOWL CARCASSES OR PARTS THEREOF AND ANY OTHER
SUBSTANCES THAT HAVE BEEN MIXED WITH OR BEEN IN
CONTACT WITH SUCH ANIMAL OR FOWL WASTES OR CARCASSES.
THE TERM "GARBAGE" SHALL NOT INCLUDE COMMERCIAL FEED
AS THAT TERM IS DEFINED IN ARTICLE 48, SECTION 118 OF THE
ANNOTATED CODE OF MARYLAND.
