work may begin upon satisfactory
assurance to the Board of Public
Works that said project can be
completed with the aggregate of the
funds herein and heretofore
appropriated for that purpose. This
appropriation is exclusive of any
federal funds; however, in accordance
with Section 9 of this Act, the using
institution shall apply for the
maximum federal grant, and should
any federal funds become available for
this project they shall serve to reduce
this appropriation, "contingent upon"
