out its duties herein; acting for the State in the further develop-
ment of navigational aids and improvement of waterways in the
Chesapeake Bay and other tidal water areas of the State.

[13H.

Any person aggrieved by a final decision of the Department,
whether such decision is affirmative or negative in form, or by any
rule or regulation of the Department, may appeal to the board of
review of the Department of Natural Resources as provided for in
Article 41 of this Code.]

[13-I.

Any party aggrieved by a final decision of the board of review,
is entitled to judicial review thereof as provided by the Adminis-
trative Procedure Act, Section 255 of Article 41 of this Code.]

[13J.

Any person, firm, or corporation violating any provision of this
article pertaining to matters within the jurisdiction of the Depart-
ment of Chesapeake Bay Affairs, or violating any regulation adopted
pursuant to such provisions, for which another penalty is not pro-
vided, shall be guilty of a misdemeanor and shall, upon conviction
thereof, be fined not more than $200.00. All fines collected under
the provisions of this section shall be deposited to the credit of the
Fisheries Research and Development Fund.]

[13K.

Whenever reference is made in this article or elsewhere in the
laws of this State to the Commission of Tidewater Fisheries, or to
the Department of Tidewater Fisheries, the reference, after June 1,
1964, shall mean the Department of Chesapeake Bay Affairs.]

[14.

The Game and Inland Fish Commission is hereby created with
the personnel powers and duties of the present Maryland State
Game and Inland Fish Commission, as now constituted under Sec-
tions 113-124, subtitle "Birds, Game and Inland Water Fish." Wher-
ever in the Code the name Maryland State Game and Inland Fish
Commission occurs, the name Game and Inland Fish Commission
shall be substituted.]

21.

Whenever the terms "Department of Research and Education" and
"Director of the Department of Research and Education" appear in
this article or elsewhere in the laws of this State, they shall be
deemed to refer to the Natural Resources Institute of the University
of Maryland and to the Director of the Natural Resources Institute
of the University of Maryland respectively. [The Director of the
Institute shall serve, ex officio, as a member of the Board of Natural
Resources and of the Water Pollution Control Commission.]
