have an academic degree and knowledge of the general principles
involved in the administration, improvement, planning, manage-
ment and conservation of the fish, shellfish and other natural
resources of the Chesapeake Bay and other tidal waters of the State.
The Director shall devote his full time to the work of the Depart-
ment and shall receive such salary as may be provided in the annual
State budget. The Director shall hold office under and subject to
the provisions of Section 234 (c) of Article 41 of this Code. Wher-
ever reference is made in this or any other section of the Code to
the chairman of the Commission of Tidewater Fisheries, it shall
hereafter mean the Director of the Department.

(b)  As the head of the Department of Chesapeake Bay Affairs,
the Director shall, subject to the authority of the Secretary of
Natural Resources as provided by law, be responsible for the exer-
cise of all the powers and duties conferred upon the Department by
the provisions of this article.

(c)  The Director shall appoint the staff of the Department, sub-
ject to the authority of the Secretary of Natural Resources under
Section 234 (c) of Article 41 of this Code and subject to the pro-
visions of the merit system. The staff of the Department shall con-
sist of such employees as may be necessary to carry out the duties
of the Department, in such numbers and at the salaries provided
in the annual State budget. Insofar as the provisions of the merit
system provide for disciplinary or dismissal proceedings against
employees to be brought by the appointing authority, the Director
shall be the appointing authority unless the Secretary of Natural
Resources by written directive provides that the Secretary shall be
the appointing authority. All employees shall be under the super-
vision and control of the Director and shall perform such duties as
he may prescribe. The Director may require any employee who
receives moneys to furnish bond in such amount as the Director
may determine.

(d)  The Director shall exercise all other powers and duties neces-
sary and proper in carrying out the responsibilities vested in him
under this article.]

The Department shall be responsible for the planning, develop-
ment and management of the Chesapeake Bay and all other tidal
waters, including the shore lines and bottoms thereof, and all re-
sources associated therewith[, excluding any matters under the
jurisdiction of the Maryland Geological Survey, the Department
of Game and Inland Fish, the Department of Water Resources, and
the Department of Forests and Parks]. In addition to the powers
conferred upon the Department of Tidewater Fisheries prior to
June 1, 1964, herein transferred to the Department, it also shall
have the following powers: Planning and development of recrea-
tional facilities' in or on the waters of the Chesapeake Bay and other
tidal waters and the assistance of other agencies in the planning
of public recreational facilities associated with the Chesapeake Bay
and other tidal waters; cooperation with other agencies in carry-
ing out measures for the protection of tidal waterfront and water-
ways of the State against erosion and deposition; conduct of demon-
strations of extended duration for the purpose of improving the
fisheries or for such other needs as may be necessary in carrying
