functions and responsibilities as are assigned to it in this [sub] title.

[7.

(a)  As used herein the following terms shall mean, unless the
context requires a different meaning:

(b)  "Department" means the Department of Chesapeake Bay
Affairs.

(c)  "Director" means the Director of Department of Chesapeake
Bay Affairs.

(d)  "Commission" means the Commission of Chesapeake Bay
Affairs.]

8.

[(a) There is hereby created a commission of five members to be
called the Commission on Chesapeake Bay Affairs, which shall be
appointed by the Secretary of Natural Resources. One of the mem-
bers of the Commission shall be designated as chairman by the
Commission annually subject to approval of the Secretary. All
members of the Commission shall serve for terms of four years
each. The members of the Commission shall be appointed from the
following geographic areas of the State: Two members who shall
reside on the Eastern Shore, which shall consist of Caroline, Cecil,
Dorchester, Kent, Queen Anne's, Talbot, Somerset, Wicomico and
Worcester counties, two members who shall reside on the Western
Shore, which shall consist of Harford, Baltimore, Anne Arundel,
and Prince George's counties and Baltimore City; and one member
who shall reside in either Calvert, Charles or St. Mary's counties.
Those members serving on the Commission on June 30, 1969, shall
continue in office until the expiration of their terms of office. Mem-
bers of the Commission shall be eligible for reappointment. Vacan-
cies on the Commission shall be filled for the remainder of the
unexpired term by the Secretary.

(b)   Members shall be reimbursed for actual expenses incurred
in attending to the business of the Commission, within budgetary
limitations.

(c)   The Commission may adopt rules of procedure to govern the
conduct of its meetings; special meetings may be called by the chair-
man or by three members of the Commission, or by the Director
of the Department of Chesapeake Bay Affairs, by delivery of written
notice to each member. Three members of the Commission shall
constitute a quorum. The Commission shall keep a record of its
proceedings which shall be open to the public for inspection.

(d)   The chairman shall preside over meetings of the Commission
and shall direct the performance of the functions and duties pro-
vided herein for the Commission.]

19.

(a)  The Commission shall have the following functions and
duties:

(b)  To act in an advisory capacity to the Director, advising him
on all matters submitted by the Director to the Commission.
