The Director of the Cooperative Extension Service and the Prin-
cipal Administrative Officer for Maryland of the Soil Conservation
Service, United States Department of Agriculture shall be advisory,
nonvoting members of the Committee. The Committee may invite
other representative REPRESENTATIVES of cooperating State and
federal agencies to serve as consultants to the Committee. The Com-
mittee shall adopt a seal, which seal shall be judicially noticed, and
may perform such acts, hold such public hearings, and, subject to the
approval of the Secretary of Agriculture, promulgate such rules and
regulations as may be necessary for the execution of its functions un-
der this subheading.

Each member of said Board shall be paid his necessary expenses
while in the discharge of his duties.]
Sec. 6. Be it further enacted, That Sections 4, 6, 72, 73(a),
73 (d) and 80 of Article 97 of the Annotated Code of Maryland
(1964 Replacement Volume and 1971 Supplement), title "Weights
and Measures"; subtitles "Standard Weights and Measures" and
"State Apple Commission," be and they are hereby repealed and re-
enacted, with amendments, to read as follows:
4. Appointment of Superintendent; budget.
There shall be a State Superintendent of Weights and Measures,
hereinafter referred to as the Superintendent. The Superintendent
of Weights and Measures will be appointed by the [State Board]
Secretary of Agriculture, [and will function under the division of
agriculture and related services of the University of Maryland.]
Such sums as shall be appropriated will be included in the budget
of the [State Board] Department of Agriculture.
6. General powers and duties of Superintendent.
The Superintendent shall have the custody of the State standards
of weights and measures and of the other standards and equipment
provided for by this subtitle, and shall keep accurate records of the
same. The Superintendent shall enforce the provisions of this sub-
title, he shall have and keep a general supervision over the weights
and measures offered for sale, sold, or in use in the State, and he
shall annually submit, not later than the 30th day of September,
a report of all the activities of his office during the previous fiscal
year to the [chairman of the State Board] Secretary of Agriculture
for the transmission to the Governor and Legislative Council.
72.
There is hereby created, within the State [Board of Agriculture]
Department of Agriculture an agency to be known as the Maryland
State Apple Commission, consisting of seven members representing
as nearly as possible the important apple producing sections of the
State. Such Commission shall be appointed by the Governor, with
the advice of the Secretary of Agriculture, from a list of two eligi-
ble growers for each member to be appointed which list shall be
supplied the Governor by the executive committee of the Maryland
