ment] Secretary or by an inspector of the United States
Department of Agriculture and was graded, packed and marked in
accordance with the provisions of this subheading. Certificates of
inspection issued by all such inspectors shall be accepted as prima
facie evidence in any court of the facts contained therein.
82. Construction.
This subheading shall not be construed as repealing any existing
law, but shall be in addition thereto, and the powers and duties
herein vested in the [State Board] Secretary of Agriculture [and
the Maryland State Department of Markets] shall be in addition
to, and not in limitation of, any powers or duties which now are,
or hereafter may be conferred upon the [State Board of Agricul-
ture or the Maryland State Department of Markets] Secretary.
91. State Soil Conservation Committee.
(a) Committee established; ex officio and appointive members;
terms; vacancies; advisory nonvoting members; consultants; seal;
general powers.—There is hereby established, in the [State Board of
Agriculture and the regents of the University of Maryland] Depart-
ment of Agriculture, to serve as an agency of the State and to perform
the functions conferring CONFERRED upon it in this subheading,
the State Soil Conservation Committee. The following shall serve as
members of the Committee: the Secretary of [the Department of]
Natural Resources or his designated representative, the principal ad-
ministrative officer for agriculture affairs at the University of Mary-
land or other University official he may designate, the chairman of the
Maryland Agriculture Commission or other member of the Commis-
sion he may designate, the president of the Maryland association
of soil conservation districts, and three soil conservation district
supervisors representing different geographic areas of the State from
soil conservation districts organized in Maryland according to the
provisions of this subheading, each of whom is to be appointed by
the [State Board] Secretary of Agriculture from recommendations
submitted by the district supervisors of each area to be represented.
Of the three soil conservation district supervisors first appointed to
the Committee, one shall serve for one year, one for two years, one
for three years, and thereafter each term shall be for a period of
three years. No member who is a soil conservation district super-
visor may serve more than two full successive terms, except that
a member appointed prior to July 1, 1971, shall be eligible for one
additional full term. An appointment to fill an unexpired term shall
be made in the same manner as for the full term.
The three geographic areas from which members who are soil con-
servation district supervisors shall be chosen, shall be as follows:
(1) Area one shall include the Garrett, Allegany, Washington
County, Catoctin, Frederick, Carroll, Baltimore County and Harford
Soil Conservation Districts;
(2) Area two shall include the Montgomery, Howard, Anne
Arundel, Prince George's, Charles, St. Mary's and Calvert Soil Con-
servation Districts; and
(3) Area three shall include the Cecil, Kent, Queen Anne's, Car-
oline, Talbot, Dorchester, Wicomico, Worcester and Somerset Soil
Conservation Districts.
