terial that is known to be infested or infected or which reasonably
may be believed to be infested or infected.

(b)    In order to control, retard or eradicate any dangerously in-
jurious insect or plant disease the [aforesaid officers] Secretary of
Agriculture
may quarantine within the State any area known to be
infested or infected and may regulate the movement of infested or
infected plant material or nonplant material likely to transfer the
infestation or infection from the quarantined area or areas to nonin-
fested or noninfected areas. The [aforesaid officers] Secretary may
likewise remove areas from quarantine, when the purpose for which
the quarantine was established has been achieved.

(c)    The [aforesaid officers] Secretary of Agriculture may issue
regulations under the quarantine, as an integral part thereof, for
treatment of infested and infected crops and for the treatment of
the soil, implements, storage facilities or any other equipment or ma-
terials, in the quarantine area, likely to be a factor in the transmis-
sion of the insect, other animal pest or disease to other non-quar-
antined areas within the State.

(d)    In the interest of insect and plant disease control, the
[aforesaid officers] Secretary of Agriculture may regulate or pro-
hibit the planting of any crop, in the quarantined area or areas,
which would in [their] his judgment prevent or limit the control,
retardation or eradication of any insect, other animal, pest or plant
disease for which the quarantine may be established.

76.    Right of entry; treatment of trees, vines, shrubs, etc.

In order to accomplish the purpose of this subtitle the [State Hor-
ticulturist, State Entomologist and the State Pathologist, their] Sec-
retary of Agriculture, his
assistants and employees, or any other
officer, assistant or employee appointed by said [board of trustees]
Secretary, are hereby authorized to enter upon any public premises,
parks, cemeteries or other premises, or upon any land of any firm,
corporation or private individual within the State of Maryland for
the purpose of inspecting, destroying, treating or experimenting upon
the insects and diseases aforesaid. Should any insect or disease found
by said [State Horticulturist, State Entomologist or State Patholo-
gist or by any other officers appointed by said trustees] Secretary or
his designee
be in [their] his opinion capable of eradication with-
out the destruction of the tree or plant, then said [officers are to]
Secretary or his designee shall cause to be treated with the proper
remedies and appliances all such trees, vines, shrubs, plants and
grains. Further, said [State officers] Secretary or his designee shall
treat or have treated, in order to prevent the dissemination of the
aforesaid insects or diseases, any and all suspicious trees, vines,
shrubs, plants, and grains found to be in a dangerous proximity to
those infested aforesaid.

77.   Marking or tagging diseased trees, vines, shrubs, etc.; notice
to owner of disease; destruction.

Should [any of the officers aforesaid through their assistants and
employees or by any notification whatsoever] the Secretary of
Agriculture or his designee
find any fruit trees, vines, shrubs, plant
or grains infested or diseased with the aforesaid insects or diseases,
