63.

The Authority, subject to approval by the Secretary of Agricul-
ture,
may employ an executive secretary-treasurer and such other em-
ployees, agents, or experts as it determines to be for the best interests
of the Authority, and fix the compensation and conditions of em-
ployment of any such persons, subject to the provisions of the budget.
It may, subject to approval by the Secretary of Agriculture, rent,
lease or buy office space, and purchase supplies and equipment as it
deems necessary.

64.

The Authority, subject to approval by the Secretary of Agricul-
ture,
shall appoint such number of inspectors as it shall determine
to enforce the duties imposed upon it by law, or to enforce the rules
and regulations established by it pursuant to this subtitle. The Au-
thority, subject to approval by the Secretary of Agriculture, shall
prescribe their powers and duties, and the inspectors shall receive
such compensation as shall be provided in the budget of the Authority.

[70. Creation and purpose.

A State Horticultural Department is established for the State of
Maryland; its purpose is to suppress and eradicate the San Jose scale,
peach yellow, pear blight and other injuriously dangerous insect pests
and plant diseases throughout the State of Maryland.]

[71. State Entomologist, Pathologist and Horticulturist.

The professor of entomology, the professor of vegetable pathology,
and the professor of horticulture of the Maryland State College of
Agriculture and Experiment Station, shall be the State Entomolo-
gist, State Pathologist and State Horticulturist, respectively.]

[72. Control of Department; salaries and expenses.

The said Horticultural Department shall be under the control of the
board of trustees of the Maryland State College of Agriculture and Ex-
periment Station, to whom the officers created under this subtitle
shall be responsible; the salary of the State Horticulturist, State En-
tomologist and State Pathologist shall be fixed by the said board of
trustees, and the said board shall likewise fix the compensation
of any assistant; or assistants, employee or employees, and control
all expenses thereof; the expenses of said department shall be paid out
of any appropriation hereinafter provided for; and said board of
trustees are invested with all the powers necessary to carry into
effect the provisions of this subtitle; but no expense shall be in-
curred beyond the amount appropriated.]

[73. Duties of State Entomologist, Pathologist and Horticulturist.

It shall be the duty of said State Horticulturist, State Entomologist
and State Pathologist, their assistants and employees, under the con-
trol of trustees of said college, to seek out and suppress all per-
nicious insects, pests and contagious disease hereinbefore mentioned
as destructive to horticultural and agricultural interests of this State,
and conduct experiments, when necessary, to accomplish that end.
