he nor any other person appointed to or employed in said warehouse
shall engage in the purchase or sale of tobacco (except that he may
sell tobacco of his own raising), nor shall any person appointed
to or employed in said warehouses receive any gift or emolument
whatever, either directly or indirectly, for any service in the line
of his duty other than his regular salary or wages; and any person
violating the provisions of this section shall be immediately dismissed
from office or service. Each of said samplers or any employee of said
warehouse shall be covered by surety bonds in accordance with the
above said sections of Article 78A of the Annotated Code of Maryland.
Said Inspector, subject to the approval of the Secretary of Agri-
culture,
shall have authority to dismiss any and all appointees and
employees in said warehouse, when in his judgment, it shall be for the
good of the service; and neglect of duty on the part of any employee
shall be cause for his immediate removal by the Inspector or the
Secretary of Agriculture [Governor].

11.

(a)    The Inspector of Tobacco, subject to approval of the Secre-
tary of Agriculture,
shall have power to appoint one chief clerk
and such other clerks, samplers, tiers, janitors, screw men, laborers
and other help as may be necessary for the efficient and economical
management of the warehouse. Such employees shall be paid the
salaries or wages provided by the General Assembly through the
annual budget or appropriation act. The Inspector may assign any
appointee or employee to any work deemed by him necessary for the
business of the tobacco warehouse or for the promotion of the to-
bacco growing industry of the State, and he shall, as far as pos-
sible, equitably apportion the appointments to be made by him be-
tween the tobacco growing counties of the State.

(b)    The Inspector, subject to approval of the Secretary of Agri-
culture,
shall appoint as many full-time or part-time employees who
are competent and qualified to grade tobacco, to be known as tobacco
graders or samplers, as he may deem necessary at such salaries as
may be provided for in the annual budget. The Inspector in making
said appointments shall only appoint persons who have been trained
by the United States Department of Agriculture in cooperation with
the State [Board] Department of Agriculture and each of said per-
sons so appointed or to be appointed must have a certificate of com-
petency from said United States Department of Agriculture and the
State [Board] Department of Agriculture, showing that he is com-
petent and qualified.

If any owner, or owners of tobacco, or his, her or their agent or
agents, shall believe that any of their tobacco has been incorrectly
sampled, and shall so notify the inspector before the sale thereof, and
within ten days of the date of its inspection, the matter shall be re-
ferred to a committee of arbitration, consisting of three persons, to be
selected as follows: One thereof shall be selected by the inspector
and approved by the [Governor] Secretary of Agriculture, one
thereof shall be selected by the owners of the tobacco or their agent
or agents, and the two thus selected shall select the remaining mem-
ber of the committee, and said committee shall then have the power
to require the said inspector, in charge of said hogshead or hogs-
