1971 Supplement), title "Governor—Executive and Administrative
Departments," subtitle "The State Board of Agriculture and the Re-
gents of the University of Maryland," be and it is hereby repealed and
re-enacted, with amendments, and to be under the new subtitle "The
Regents of the University of Maryland," all to read as follows:
[THE STATE BOARD OF AGRICULTURE AND] THE
REGENTS OF THE UNIVERSITY OF MARYLAND
201. Heads of Departments; powers and duties conferred by
other laws not affected.
The head[s] of [this Department] the University of Maryland
shall be [the State Board of Agriculture and] the Regents of the
University of Maryland[, constituted and organized as at presents
PRESENT]; and all the rights, powers, duties, obligations and func-
tions conferred by any and every provision of law upon [said Board or
upon] the said Regents[, or upon both or either,] shall continue un-
affected except as provided by this act; it being the intention that this
act shall in no way affect any of the provisions of law relating to the
said [Board or the said] Regents[, or both,] except as herein pro-
vided.
Sec. 3. Be it further enacted, That Section 15(b) of Article
77A of the Annotated Code of Maryland (1969 Replacement Volume
and 1971 Supplement), title "Higher Education," subtitle "Univer-
sity of Maryland" be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
15.
(b) The government of the University of Maryland shall be vested
in the board of regents of the University of Maryland. The board shall
consist of thirteen members[,] who shall be citizens of this
State[,]. Twelve of the members shall be appointed by the Gov-
ernor, by and with the advice and consent of the Senate. The re-
maining member shall be the Maryland Secretary of Agriculture
ex officio WITH VOTING PRIVILEGES. They shall serve with-
out compensation but shall be paid their reasonable and nec-
essary expenses while engaged in the discharge of their offi-
cial duties. The present members of the board who were ap-
pointed to terms prior to July 1, 1969 shall continue to serve
until the expiration of these terms[;] , and upon such expira-
tion shall each be eligible for reappointment[.]f provided, however,
Maryland Agricultural Commission shall expire on January 1, 1973.
The term of office of all members appointed after July 1, 1969, shall
be five years and shall each date from the first Monday in June of
the year in which appointed. NO PERSON OTHER THAN THE
SECRETARY OF AGRICULTURE[.]; provided, however, that the
term of any such member appointed upon nomination by the Maryland
Agricultural Commission shall expire on January 1, 1973. No person
other than the Secretary of Agriculture shall serve for more than
two consecutive terms. Members appointed to fill vacancies oc-
curring during a term shall serve for the remainder of the term,
and they shall be eligible for reappointment. [Three members shall
be selected from lists of nominees, which shall be submitted to the
