(11) The Board of Review of the Department of Agriculture;
(12) The Maryland Agricultural Commission.
The Department shall also include such other offices, boards, com-
missions, departments and agencies as may hereafter pursuant to
law be declared to be part of the Department.
432. Agencies abolished; functions transferred to Department.
The following offices, boards, commissions, departments and agen-
cies are abolished, and the functions heretofore performed thereby
are transferred to and shall be performed by the Department of
Agriculture:
(1) The State Board of Agriculture, sitting and constituted as the
State Board of Agriculture; provided, that nothing in this subtitle
shall be deemed to abolish the Board of Regents of the University of
Maryland sitting and constituted as the Board of Regents of said
University;
(2) The State Horticultural Department;
(3) The State Entomologist;
(4) The State Pathologist;
(5) The State Horticulturist;
(6) Tree and fruit inspectors provided for in Article 48, Section
95 of the Code;
(7) The Department of Drainage;
(8) The State Drainage Engineer;
(9) The Maryland State Department of Markets.

All rules, regulations, forms, orders and directives promulgated
by or in effect for any office, board, commission, department or
agency assigned to the Department of Agriculture, or which is abol-
ished and whose functions are transferred to the Department, shall
remain in effect unless and until changed by the Secretary or other
officials authorized by law to change them. All references in this
Code, other laws, ordinances, resolutions, rules, regulations, orders,
directives, legal actions, contracts, or other documents to an agency,
board, commission, department, or office which is abolished and whose
functions are transferred to the Department of Agriculture shall be
deemed to mean the Department of Agriculture, and the duties, pow-
ers and responsibilities of any such agency, board, commission, de-
partment or office shall become the duties, powers and responsibilities
of the Secretary of Agriculture.
434. Counsel to Department.
The Attorney General shall be the legal adviser and counsel to the
Department of Agriculture,. He shall assign to the Department such
number of assistant attorneys general as may be necessary to render
effective legal advice and counsel, subject to provision therefor in
