provide for the appointment of a substitute member of the Board
of License Commissioners of Caroline County, to describe the pow-
ers and duties of the substitute member and to prescribe the salary
of the substitute member.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 148(b-3) and Section 155(g) of Article 2B of the An-
notated Code of Maryland (1968 Replacement Volume and 1971 Sup-
plement), title "Alcoholic Beverages," subtitle "Boards of License
Commissioners," be and they are hereby repealed and re-enacted,
with amendments, to read as follows:

148(b-3).

Notwithstanding any other provisions of this section, in Caroline
County the members of the liquor control board as of September
30, 1970, shall constitute the board of license commissioners and
shall serve on this board until the expiration of their individual
terms when they will be reappointed or replaced as provided by this
section. The terms of office for the members of the Caroline County
board shall be three years. In Caroline County appointments to
the board of license commissioners shall be made by the Governor
with the advice and consent of the House of Delegates, if in ses-
sion, and if not in session, the Governor shall make the appoint-
ments which shall continue in force until the end of the next session
of the General Assembly. A substitute member of the Board of
License Commissioners of Caroline County shall be appointed by
the Governor with the advice and consent of the House of Dele-
gates, if in session, and if not in session the Governor shall make
the appointment which shall continue in force until the end of the
next session of the General Assembly. The term of office of the sub-
stitute member shall be three years from the first Monday in May.
In the event of the temporary or permanent incapacity, from any
cause, of a regular member of said board, or in the event of a vacancy
from any cause on the regularly constituted board, the substitute
member upon the request of the Chairman or the majority of the
Board shall serve in the place of the regular member so incapacitated
or causing the vacancy until such incapacity shall have terminated
or said vacancy shall have been filled as herein above provided; and
while so serving, the said substitute member shall have all the powers
and authority, and be subject to all the duties, imposed by law
upon a regularly appointed member of the board.

(g.) In Caroline County each member of the board shall receive
an annual salary of five hundred dollars ($500). The substitute
member of the board shall receive twenty-five dollars ($25.00) for
each day employed in the actual discharge of his official duties,
not to exceed in any one year the sum of two hundred and fifty
dollars ($250).

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1972.
