(1) [Preparation of] Prepare programs for the orderly growth
and overall development of the State system of public higher edu-
cation to meet trends in population and the changing social and
technical requirements of the economy;
(2) [Investigation of] Investigate and evaluate the needs
throughout the State for undergraduate, graduate and adult educa-
tion, for professional and technical training and for research facili-
ties, and [presentation of] present plans and recommendations for the
establishment and location of new facilities and programs or for
major alterations in existing programs or facilities;
(3) Approve RECOMMEND all new degree programs at the doc-
toral, master's, baccalaureate and associate MASTER'S AND BAC-
CALAUREATE DOCTORAL, MASTER'S, BACCALAUREATE,
AND ASSOCIATE levels in all public institutions;
[(3)] (4) Study and [advise] make recommendations regard-
ing the State-wide coordination of the activities of the [public]
appropriate agencies, and institutions of higher learning, academi-
cally, administratively and fiscally, with the objective of achieving
the most effective and economical employment of existing education
facilities and of fostering a climate of cooperation and unified en-
deavor in the field of public higher education [.];
(5) Set standards to be followed by the public institutions of
higher education for the reciprocal acceptance of credits earned by
students who transfer between said institutions;
[(4)] (6) [Securing, evaluating, compiling and tabulating]
Secure, evaluate, compile and tabulate data, statistics, and informa-
tion on all matters pending before or of interest to the Council, from
the agencies and institutions having custody of and responsibility
therefor; and these several agencies and institutions shall respond to
and comply with any reasonable request of the Council for such
data, statistics, and information [.];
(7) Articulate high or education programs with the public edu-
cation programs of the State Board of Education;
(8) (7) Develop plans and programs for interstate and regional
cooperation and reciprocal agreements in higher education;
(9) (8) Study and make recommendations regarding the coordi-
nation of State and Federal support of higher education;
[5] (10) (9) Make [Such] such other studies and reports con-
cerning public higher education as the Governor or General Assembly
may from time to time request.

Any institution [for], board or agency concerned with higher
education which has functions and programs within the scope of the
duties, functions, and interests of the Council, and which submits
any program, plan or proposals PROPOSAL to any official or agency
of this State, shall at the SAME time furnish a copy of the program,
plan or proposal to the Council for such recommendations as may be
appropriate.
