and to be under the new subtitle "Local Water and Sewer Charges,"
to state the policy of the General Assembly concerning the State's
payment of certain water and sewer charges, to provide that the
Secretary of the Department of General Services shall make rules
and regulations governing the payment by the State of certain
lateral system costs and user charges in connection with water
and sewer service for State buildings or facilities, and generally
relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 54 be and it is hereby added to Article 78A of the
Annotated Code of Maryland, (1969 Replacement Volume and 1971
Supplement), title "Public Works," to follow immediately after Sec-
tion 53 thereof, to be under the new subtitle "Local Water and
Sewer Charges," and to read as follows:
LOCAL WATER AND SEWER CHARGES
54.
(a) It is the policy of the General Assembly that the State is
responsible for its share of the annual operating costs of furnishing
water and sewer service to State buildings and facilities and for
those lateral system construction costs associated with future installa-
tion of water and sewer lines that directly serve the State building or
facility.
(b) The Secretary of the Department of General Services shall
make rules and regulations governing payments by the State or
any of its agencies or instrumentalities to any county, municipality,
or special district of water and sewer user charges and of future
lateral system construction costs for extending water and sewer sys-
tems to provide service for State buildings or facilities.
SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add new Section 594C-1 to Article 27 of the Annotated
Code of Maryland (1971 Replacement Volume), title "Crimes and
Punishments," subtitle "II. Venue, Procedure and Sentence," sub-
heading "Arrests," to follow immediately after Section 594C
thereof, requiring law enforcement officers finding an unconscious
or semi-conscious person to make certain determinations under
some conditions and generally relating to identification and pro-
tection from wrongful arrest of persons suffering from specified
medical conditions.
