818                               Laws of Maryland                      [Ch. 260

Sanitary Commission, and nothing in this article shall be taken or
construed to affect, change, modify, limit or restrict in any manner
any of the corporate powers of the mayor and city council of Balti-
more which it now has or which hereafter may be granted to it.

In addition to, but not in substitution of, the powers which have
been, or may hereafter be, granted to it, such legislative body also
shall have the following express ordinance-making powers:

(24A) To provide for the purchase of materials, supplies, and
equipment through the Purchasing Bureau of the State Department
of General Services whenever desirable.

Sec. 3. And be it further enacted, That new Section 3A be
and it is hereby added to Article 25 of the said Code, title "County
Commissioners," subtitle "General Provisions," to follow immediately
after Section 3 thereof, and to read as follows:

3A.

The county commissioners of each county in this State may, when-
ever desirable, provide for the purchase of materials, supplies, and
equipment through the Purchasing Bureau of the Department of
General Services as provided in Article 41 of this Code.

Sec. 4. And be it further enacted, That Section 5(F) of Article
25A of the said Code, title "Chartered Counties of Maryland," sub-
title "Express Powers," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

5.

The following enumerated express powers are hereby granted to
and conferred upon any county or counties which shall hereafter
form a charter under the provisions of said Article 11A of the Con-
stitution, that is to say:

(F)

To provide for competitive bidding for any county work and the
making and awarding of contracts requiring bonds whenever proper.
To also provide for the purchase of materials, supplies, and equip-
ment through the Purchasing Bureau of the State Department of
General Services whenever desirable.

Sec. 5. And be it further enacted, That this Act shall take effect
July 1, 1972.
