(b) The County Commissioners may provide the money necessary
to establishment and implementation of the system either from taxes
collected in the county or by borrowing sufficient sums.
(c) The Commissioners may create a transportation commission to
operate the system and provide for the composition, compensation,
powers and authorities thereof.
(d) The County Commissioners, or the transportation commission
created pursuant to this section, are authorized to accept grants of
money from any source to assist in the establishment and imple-
mentation of the public transportation system.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 960)
AN ACT to repeal Sections 28-1 through 28-8, inclusive, and Sections
28-11 through 28-14, inclusive, of Article 33 of the Annotated Code
of Maryland (1971 Replacement Volume and 1971 Supplement),
title "Election Code," subtitle "Uniform Act for Voting by New-
Residents in Presidential Elections," repealing the Uniform Act
relating generally to voters in Presidential elections.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 28-1 through 28-8, inclusive, and Sections 28-11
through 28-14, inclusive, of Article 33 of the Annotated Code of
Maryland (1971 Replacement Volume and 1971 Supplement), title
"Election Code," subtitle "Uniform Act for Voting by New Residents
in Presidential Elections," are hereby repealed.
SEC. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 2 of
Chapter 344 of the Acts of 1971 of said chapter to finance the
drainage of ground and surface waters in Washington County,
and being amended in order to delete the interest ceiling of the
said bonds.
