shall be made upon a form prescribed and furnished by the [Depart-
ment] Administration. Registered dealers, subject to the limitations
and conditions hereinafter set forth, may issue such temporary
registration plates and markers to owners of vehicles, provided that
such owners shall comply with the pertinent provisions of this
section.

(b)  Every dealer who has made application for temporary regis-
tration plates or markers shall maintain in permanent form a record
of all temporary registration plates or markers delivered to him,
and shall also maintain in permanent form a record of all temporary
registration plates or markers issued by him, and in addition thereto
shall maintain in permanent form a record of any other informa-
tion pertaining to the receipt or issuance of temporary registration
plates or markers that the [Department] Administration requires.
Each record shall be kept for a period of at least 3 years from the
date of entry of the record. Every dealer shall allow full and free
access to the records, during regular business hours, to the authorized
representatives of the [Department] Administration and to police
officers.

(c)  Every dealer who issues a temporary registration [plates]
plate or [markers] marker, on the day that he issues such [plates]
plate or [markers] marker, shall send to the [Department] Admin-
istration
a copy of the temporary registration plate or marker
application which has been executed by the person entitled to receive
the [plates] plate or [markers] marker and delivered to the dealer
prior to the issuance of the plate [plates] or [markers] marker to
the person.

(d)  A registered dealer may issue, assign, transfer, or deliver
[one set of] a temporary registration [plates] plate or [markers]
marker only to the bona fide purchaser of the vehicle whether or not
the vehicle is to be registered in Maryland, for whom the dealer, on
request, shall transmit forthwith to the [Department] Administra-
tion
a written application for the annual registration of the pur-
chased vehicle with the prescribed fees therefor. If a dealer issuing
the temporary registration [plates] plate or [markers be] marker
is
not requested to forward the application for annual registration
of a vehicle sold the dealer shall notify the [Department] Adminis-
tration
at the time he complies with subsection (c). A dealer shall
not issue a temporary registration [plates] plate or [markers]
marker to anyone possessed of annual registration plates for a
vehicle that has been sold or exchanged, nor shall any dealer lend to
anyone or use on any vehicle that he may own, a temporary regis-
tration [plates] plate or [markers] marker. It shall be unlawful
for any person to issue any temporary registration plate or marker,
[or plates or markers] containing any misstatement of fact, or
knowingly to insert any false information upon the face thereof.

(e)  Every dealer who issues a temporary [plates] plate or
[markers] marker shall insert clearly and indelibly on the face of
each temporary registration plate or marker the date of issuance
and expiration and the make and serial number of the vehicle for
which issued. A temporary registration plate or marker shall be
attached to the rear of the vehicle.

(f)  If the [Commissioner] Administrator finds that the provisions
of this section or the directions of the [Department] Administration
