referendum shall be given by public posters in the special tax area
created. The cost of the referendum shall be paid out of the general
funds of the County Commissioners, and it shall be conducted in
accordance with the regular election procedures of the County except
as modified herein. Suitable provisions shall be made in those polling
places designated for owners of real property in the taxing area for a
referendum vote on this Act. Printed on the ballots or on the voting
machine labels there shall be the words "For the Cresaptown Fire-
Ambulance Special Tax Area" and "Against the Cresaptown Fire-
Ambulance Special Tax Area," with suitable provisions made for
each voter to register his choice on this question. If a majority of
the persons voting on the question cast their ballots marked "For
the Cresaptown Fire-Ambulance Special Tax Area," this Act be-
comes of full force and effect as of the day of the official canvass
of the votes; ON THE THIRTIETH DAY FOLLOWING THE DAY
OF THE REFERENDUM; but if a majority of the persons voting
on this question cast their votes "Against the Cresaptown Fire-
Ambulance Special Tax Area," this Act is null and void.
SEC. 2. Subject to the provisions of Section 116H this Act shall
take effect July 1, 1972.
SEC. 3. AND BE IT FURTHER ENACTED, THAT SUBJECT
TO THE PROVISIONS OF SECTION 2 AND FOR THE SOLE
PURPOSE OF PROVIDING FOR THE REFERENDUM THERE-
IN REQUIRED, THIS ACT SHALL TAKE EFFECT JULY 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 354 of
Article 48A of the Annotated Code of Maryland (1972 Replace-
ment Volume), title "Insurance Code," subtitle "20. Nonprofit
Health Service Plans," to prohibit any nonprofit health insurance
plan providing pharmaceutical services from denying to any sub-
scriber, member or beneficiary freedom of choice of pharmacy.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 354 of Article 48A of the Annotated Code of Maryland
(1972 Replacement Volume), title "Insurance Code," subtitle "20.
Nonprofit Health Service Plans," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
354.
(a) Any corporation without capital stock heretofore or here-
after organized, under the provisions of Article 23 of the Code of
Public General Laws of this State, for the purpose of establishing,
maintaining and operating a nonprofit health service plan whereby
hospital, medical, chiropodial, pharmaceutical, dental or optometric
care is provided by a hospital, or hospitals, a physician or physicians,
a chiropodist or chiropodists, a pharmacist or pharmacists, a dentist
