be the duty of the Governor to prepare and publish such rules and
regulations governing the assignment of persons to work under this
subtitle as will assure that all persons similarly circumstanced
shall, as far as it is possible to do so, be treated alike. In fixing the
period of work to which anyone is assigned, and in determining its
nature, the Governor shall take into consideration the age, physical
condition and any other appropriate circumstances of the person so
assigned. The rules and regulations adopted under the provisions of
this subtitle shall make allowances for such facts and circumstances.
Any such person failing or refusing to do or to continue to do the
work assigned to him or her, and who, in the meanwhile, has not
become regularly or continuously employed in some business, occupa-
tion, trade or profession, shall, upon conviction, before any justice of
the peace having criminal jurisdiction, be fined not more than five
hundred dollars ($500.00), or be imprisoned not more than six
months, or be both fined and imprisoned, in the discretion of the court.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 204 of
Article 77 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Public Education," subtitle "Teachers' Re-
tirement System," to extend to both sexes a special monthly life
allowance, unless spouse remarries, for the surviving spouse of a
public school teacher who has rendered thirty years' service as a
teacher, and who died while on leave of absence for illness, but
which does not apply to a surviving spouse who is entitled to or
receiving any continuing retirement or pension benefits under this
subtitle.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 204 of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume), title "Public Education," subtitle
"Teachers Retirement System," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
204.
The [widow] surviving spouse of any former public school teacher
who was a member of the Teachers' Retirement System at the time
of his or her death and who rendered thirty years of service as a
teacher, and who prior to July 1, 1962 died while on leave of absence
for illness shall receive a special allowance in the amount of one
hundred dollars ($100.00) per month. In order to be entitled to such
special allowance, the [widow] surviving spouse must have been
married to the former teacher for a period of not less than three
years prior to his or her death. A [widow] surviving spouse who is
