shall be allowed to park for unlimited periods in parking zones
restricted as to the length of parking time permitted and shall be
exempted from paying parking meter fees of the State, county, city
and local municipal governments. The provisions of this subsection
shall prevail over any local ordinance; but they do not apply to zones
where stopping, standing, or parking is prohibited to all vehicles or
which are reserved for special types of vehicles, nor will this privi-
lege apply where there is a local ordinance prohibiting parking
during heavy traffic periods during morning, afternoon, or evening
rush hours, or where parking would clearly present a traffic hazard.
(c) Any person who is not a handicapped person as prescribed
in this section and who (1) wilfully and falsely represents himself
as having the qualifications to obtain the special plates prescribed
by this section or (2) utilizes the parking privilege accorded by this
section may be fined fifty dollars and in default of payment, may be
imprisoned for not more than ten days.
(d) Any person owning a vehicle bearing the special plates and
not entitled to do so under the provisions of this section may be fined
fifty dollars, and in default of payment may be imprisoned for not
more than ten days.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 191
(Senate Bill 124)
AN ACT to add new Section 117 (c-1) to Article 77 of the Annotated
Code of Maryland, (1969 Replacement Volume), title "Public
Education," subtitle "Chapter 9. Finance and Reports," to follow
immediately after Section 117 (c) thereof, to authorize under
certain conditions county boards of education to expend nonlocal
funds obtained after adoption of the annual budget by the local
fiscal authority.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 117 (c-1) be and it is hereby added to Article 77 of
the Annotated Code of Maryland, (1969 Replacement Volume), title
"Public Education," subtitle "Chapter 9. Finance and Reports," to
follow immediately after Section 117(c) thereof, and to read as
follows:
117.
(c-1) Nonlocal funds received by county boards of education
subsequent to the adoption of the annual budget by the local fiscal
authority may be expended by the county board of education after
notification to and approval by the local fiscal authority as to the
source, amount, and manner in which the funds will be expended.
