shall determine and advise the State System the amount of contri-
butions, with interest, made by each active and retired Class "A"
City teacher which represents the difference in cost between Class
"A" and Class "B" membership of each City teacher.
In every case the effective date of the transfer and any adjust-
ments related thereto shall be as of June 30, 1971.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1972.

AN ACT to add a new Section 3-607 to Article 66½ of the Annotated
Code of Maryland (1971 Replacement Volume), title "Vehicle
Laws," subtitle "Certificates of Title and Registration of Vehicles,"
to follow immediately after Section 3-606 thereof and to be under
the same subtitle, to provide that certain physically disabled per-
sons may be granted special license plates with the official interna-
tional wheelchair symbol designation or a reasonable facsimile
indicating a disabled driver; to provide for special parking priv-
ileges for these disabled drivers and to exempt these disabled
drivers from paying parking meter fees; to provide penalties for
misrepresentation of disability to secure these special license
plates; to provide penalties for any person owning a vehicle bearing
special license plates for which he would not be entitled under the
provision of this section.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 3-607 is hereby added to Article 66½ of the
Annotated Code of Maryland (1971 Replacement Volume), title
"Vehicle Laws," subtitle "Certificates of Title and Registration of
Vehicles," to follow immediately after Section 3-606 thereof, and to
read as follows:

(a) Beginning with the 1972-73 registration year, any person
who submits proof satisfactory to the Commissioner of Motor Vehi-
cles that he has permanently lost the use of a leg or both legs or an
arm or both arms or any combination thereof or any person who is
so severely disabled as to be unable to move without the aid of
crutches or a wheelchair, shall be issued by the Commissioner of
Motor Vehicles for passenger motor vehicles special registration
plates which bear the official international wheelchair symbol, a
reasonable facsimile thereof, or such other symbol or symbols as the
Commissioner shall deem appropriate, designating the vehicle as be-
longing to a handicapped person.
(b) There shall be no fee over and above the regular registra-
