issued or authorized by resolution of the Board of Public Works to be
issued, and the governing bodies of each of the counties and of Balti-
more City shall forthwith levy and collect such tax at such rate.

All matters committed by this Act to the discretion of the Board of
Public Works shall be determined by a majority of said Board.

Sec. 12. And be it further enacted, That, except as otherwise
indicated herein, moneys derived from the sale of bonds authorized
by this Act shall be used only for capital improvements and for no
other purpose. In determining whether an expenditure represents a
capital improvement, the Board of Public Works shall be guided by
the principle that a capital improvement is an improvement, the use-
ful life of which shall be at least equal to the life of the bonds by
which it is financed.

Sec. 13. And be it further enacted, That, if any portion (word,
sentence, paragraph, proviso, or section) of this Act shall be held
invalid for any reason, the remaining provisions shall remain in full
force and effect, and such invalid portion shall be considered severed
and deleted from this Act.

Sec. 14. And be it further enacted, That this Act shall take effect
June 1, 1972.

AN ACT to authorize the creation of a State debt in the aggregate
amount of twenty two million dollars ($22,000,000) THIRTY-SIX
MILLION DOLLARS ($36,000,000) for the purpose of acquir-
ing Friendship International Airport FROM MAYOR AND
CITY COUNCIL OF BALTIMORE and providing generally for
the issuance and sale of Certificates of Indebtedness and evi-
dencing such loan STATE GENERAL OBLIGATION BONDS
IN CONNECTION THEREWITH, EVIDENCING SUCH LOAN;
TO REPEAL SECTION 38 OF ARTICLE 1A OF THE ANNO-
TATED CODE OF MARYLAND (1968 REPLACEMENT
VOLUME), TITLE "AERONAUTICS", SUBTITLE "FRIEND-
SHIP INTERNATIONAL AIRPORT", AND TO ENACT NEW
SECTIONS 38, 39 AND 40 IN LIEU THEREOF TO STAND
IN PLACE AND STEAD OF THE SECTION SO REPEALED;
AND TO REPEAL SECTIONS 1 THROUGH 20, INCLUSIVE,
AND SECTIONS 21(X), 22, 23, 23A, 24 AND 25 OF ARTICLE
62C OF THE ANNOTATED CODE OF MARYLAND (1972
REPLACEMENT VOLUME), TITLE "FRIENDSHIP INTER-
NATIONAL AIRPORT AUTHORITY"; AND TO REPEAL AND
RE-ENACT, WITH AMENDMENTS, SUBSECTIONS (B), (C),
(E), (F)(3), (F)(4), (H), (J)(4), (L), (N)(l), AND (O) OF
SECTION 21 OF ARTICLE 62C OF THE ANNOTATED CODE
