use; , EXCEPT THAT THE RIGHT OF EMINENT DOMAIN
SHALL APPLY ONLY TO THAT PROPERTY INCLUDED WITH-
IN THE TRACT KNOWN AS THE CAMDEN STATION YARDS
AND TO THE AREA WITHIN A ONE BLOCK RADIUS FROM
THE YARDS;

(i) To enter into contracts and leases (as lessor or lessee) and
execute all instruments necessary or convenient, with respect to
the acquisition, construction, operation, maintenance, management
and use of property and facilities as necessary to accomplish the
purposes of the Authority;

(j) To regulate the use of facilities developed under the provisions
of this subtitle;

(k) To fix and revise from time to time and charge and collect
rates, rents, fees and charges for the use of facilities developed under
the provisions of this subtitle and for services rendered in con-
nection with such facilities;

(l) To issue bonds, notes and other obligations of the Authority
for any of its purposes, including its operating expenses, and to
fund or refund the same, all as provided in this subtitle;

(m) To borrow money from any person, governmental entity or
private entity,
AND TO PAY INTEREST THEREON IF BOR-
ROWED FROM THE STATE OF MARYLAND, and to mortgage
or otherwise encumber its property for such loans;

(n) To receive and accept from any source, private or public
(except the State of Maryland), contributions, gifts or grants of
money or property;

(o) To make loans from note or bond proceeds or funds otherwise
available to the extent necessary or appropriate to accomplish the
purposes of the Authority;

(p) To exercise any power usually possessed by corporations
performing similar functions, which is not in conflict with the laws
of this State;

(q) To do all things necessary or convenient to carry out the
powers granted by this subtitle.

146. Limitations and Conditions.

(a) All moneys collected or received from any source whatsoever
by the Authority pursuant to the provisions of this subtitle shall
be placed in a special fund account or accounts and shall not be
deemed part of the Treasury of the State. All expenses of and
expenditures by the Authority, of any type whatsoever, shall be
paid from the special fund account or accounts of the Authority.
Except for loans, if any, which shall be repaid under such terms
and conditions as determined by the Board of Public Works, there
shall be no State general fund appropriations to the Authority. The
State of Maryland shall not be liable in any action of tort, contract
or otherwise for any actions of the Authority; and all debts, liabilities
and obligations of the Authority shall be satisfied solely out of the
special fund account or accounts of the Authority. The debts,
liabilities and obligations of the Authority shall not be deemed in
any manner to be debts of the State or a pledge of its credit.
