(b) The remainder of such proceeds shall be used for the ac-
quisition by purchase, condemnation, or any other legal means, of
land or property, or any rights therein, in the City of Baltimore,
and for constructing and erecting on said land or property, or on
any land or property now or hereafter owned by the Mayor and
City Council of Baltimore, new buildings, structures and facilities,
and for additions and improvements to, or the renovation, moderni-
zation or reconstruction of, existing buildings, structures and facilities
now or hereafter owned by the Mayor and City Council of Balti-
more, to be used as community multi-service centers, for or in con-
nection with the furnishing of social services, such as, but not
limited to, health, day care for children, employment placement
and general welfare services, and for acquiring and installing
equipment for any and all buildings, structures or facilities author-
ized to be constructed, erected or renovated under the provisions
hereof, and for doing any and all things necessary, proper or
expedient in connection with or pertaining to any or all of the
matters or things hereinbefore mentioned.

Sec. 4. And be it further enacted, That the Mayor and City Council
of Baltimore be and it is hereby authorized and empowered to
permit the use and occupancy of any of the foresaid buildings,
structures or facilities by any person, private or public corporation,
governmental agency, or any other legal entity, upon such terms
and conditions as may be agreed upon by the parties and approved
by the Board of Estimates of the Mayor and City Council of Balti-
more, for the purpose of or in connection with rendering or im-
proving social services for the general welfare of the residents of
Baltimore City.

Sec. 5. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 143
(House Bill 605)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness as
evidence thereof, to an amount not exceeding Five Million Eight
Hundred Thousand Dollars ($5,800,000.00), the proceeds derived
from the sale of the certificates of indebtedness to be used for the
purpose of enlarging, extending, altering, modernizing and im-
proving the sanitary sewerage and storm water drainage systems of
Baltimore City, including, but not limited to, the construction of
additional sewage disposal plants, pumping stations and other ap-
purtenances, the alteration, enlargement, modernization and im-
provement of existing sewage disposal plants, pumping stations
