3. A dealer in new vehicles who holds an unexpired appointment
as such in writing from the manufacturer of such vehicles, which
manufacturer is in compliance with Section 8-118.8 of this Article,
or from an authorized distributor of such vehicles, who may be re-
quired to be in compliance with Section 3-113.8 of this Article.
5-106.
For the protection of the people of this State, the Department may
refuse to grant a license to any person as a dealer, used car dealer,
motorcycle dealer, or trailer dealer or may suspend, revoke or refuse
to continue the license of a dealer, used car dealer, motorcycle dealer,
or trailer dealer already issued, where the Department finds that:
1. The person, his management personnel, or any other person
who has a financial interest, whether direct or indirect, in the dealer-
ship, is untrustworthy, lacks competence or has been convicted by
final judgment in any state or federal court of a crime of moral
turpitude; [or]
2. The vehicle sales transactions of the person have been marked
by a practice of failure to perform contracts, or by fraud or bad
faithl[.]; or
3. A manufacturer, distributor, or other person is not in com-
pliance with Section 8-113.3 of this Article.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 557)
AN ACT to repeal and re-enact, with amendments, Section 3-410 (b)
of Article 66½ of the Annotated Code of Maryland (1970 Replace-
ment Volume), title "Vehicle Laws," subtitle "Certificates of Title
and Registration of Vehicles," subheading "Registration of Vehi-
cles," to remove the requirement that the year designation be
displayed upon registration plates.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3-410 (b) of Article 66½ of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws," sub-
title "Certificates of Title and Registration of Vehicles," subheading
"Registration of Vehicles," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
3-410.
(b) Every registration plate shall have displayed upon it the
registration number assigned to the vehicle for which it is issued,
and the name of this State, which may be abbreviated [, and the
year number for which it is issued or the date of expiration thereof].
The registration number shall be not less than 3 inches high, with
