546. 545. Exclusions.

The coverages prescribed under Sections 539 and 540 SECTION
539 of this article may exclude from benefits thereunder any person
otherwise insured under the policy who:

(a)    intentionally causes the accident resulting in the injury, or

(b)    is injured while operating or VOLUNTARILY riding in a
vehicle known by him to be stolen, or

(c) is injured in the commission of a felony or while seeking

to elude lawful apprehension or arrest by a police officer WHILE

IN THE COMMISSION OF A FELONY OR WHILE IN VIOLA-
TION OF ARTICLE 66½, SECTION 11-904.

(D) WITH RESPECT TO MOTORCYCLES, ECONOMIC LOSS
BENEFITS REQUIRED UNDER SECTION 539 MAY BE EX-
CLUDED, OR MAY BE OFFERED WITH DEDUCTIBLES, OP-
TIONS OR WITH SPECIFIC EXCLUSIONS.

547. 546. Rules and Regulations.

The Commissioner shall have the authority to issue and promulgate
all necessary rules, regulations and definitions not inconsistent with
the provisions of this subtitle, and to review all policies of motor
vehicle liability insurance issued, sold, or delivered in this State to
determine whether they are in compliance with this subtitle and the
rules,, regulations, and definitions promulgated thereunder.

Sec. 2. Be it further enacted, That sections 7-101 through 7-635,
inclusive, of Article 66½ of the Annotated Code of Maryland (1970
Replacement Volume and 1971 Supplement), title "Vehicle Laws,"
subtitle "Subtitle 7 Financial Responsibility and Unsatisfied Claim
and Judgment Fund" be and they are hereby repealed, and new
sections 7-101 and 7-102 of said article be and they are hereby
enacted in lieu thereof under the new subtitle "Subtitle 7 Required
Security," to follow immediately after section 6-507 of said article
and title and to read as follows:

"Subtitle 7
Required Security

7-101.

(a)    Every owner of a motor vehicle required to be registered in
this State shall maintain the security required by this section with
respect to each such motor vehicle owned by him throughout the
period the registration is in effect. No certificate of registration shall
be issued or transferred to an owner by the Administrator unless the
owner or prospective owner produces satisfactory evidence that such
security is in effect.

(b)    Every person who has been excluded from coverage under a
motor vehicle liability insurance policy under Section 240C-1 of Arti-
cle 48A and every person who has been finally rejected for insurance
by the Maryland Automobile Insurance Fund under Section 243D of
Article 48A shall, within ten days after rejection by the said
Fund, as the case may be, furnish evidence to the Administrator that
he obtained and is covered by the security required by this section.
