b. The Secretary shall also cause to be published as required by
Section 3, Article IX-A of the Constitution of Maryland, the full
text of all legislation enacted by the Council which becomes law.
Publication shall be once a week for three successive weeks in at
least one newspaper published in the County, so that the taxpayers
and citizens may have notice thereof. If the publication requirements
of the Maryland Constitution are changed, the Secretary shall comply
with any amended requirements but shall not be bound to publish
if not required, except as may be prescribed otherwise herein.
c. The Secretary shall provide for publication of the proceedings
of the Council by making available promptly after approval by the
Council copies of the written minutes of all public sessions and copies
of the written journal of all legislative sessions of the Council.
The copies of the minutes and journal shall be in printed or
typewritten form and sufficient number of copies shall be reproduced
to meet all reasonable public requests for copies in addition to a
true copy being made available to any members of the public for
reading at the office of the County Council.
1.9 Permanent Records.
The Secretary shall maintain the permanent journal of legislation,
which journal shall contain the proceedings of the Council in legisla-
tive session. The Secretary shall maintain a permanent record of
every law as finally passed and enrolled. The Secretary shall also
maintain a permanent record of all minutes and proceedings of the
Council, including a permanent file of resolutions and a permanent
file of ordinances enacted by the Council. The Director of Council
Staff shall be responsible for maintaining in a secure, fire protected
storage area all current and prior permanent records of the Board of
County Commissioners, and of the County Council, together with
true and exact copies of all rules and regulations adopted by the
County Council or adopted by the County Executive, the Board of
Health or any other body or person authorized to adopt laws, rules,
regulations and orders of a permanent nature. Microfilm of records
shall be maintained in a separate, locked fire proof place and a copy
shall be filed under regulations of the State of Maryland Hall of
Records Commission.
Sec. 2. Subsection 2.7 of Section 2 of Chapter 1A, title "County
Council," of the Montgomery County Code 1965, as amended, is hereby
repealed and re-enacted, with amendments to read as follows:
Section 2. LEGISLATIVE SESSIONS; OTHER MEETINGS;
NEWS MEDIA; PUBLIC PARTICIPATION; NOTICE; SIGN
LIMITATION; WILLFUL DISTURBANCE.
