3. Other acceptable means.

(h) Transformers used for the supply of fixtures, together with
the transformer enclosure, shall be approved for the purpose. The
transformers shall be a two-winding type having a grounded metal
barrier between the primary and secondary voltage windings.

(i) The end of the flexible cord jacket and the flexible cord
conductor terminations within a fixture shall be covered with or
encapsulated in a suitable potting compound to prevent the entry of
water into the fixture through the cord or its conductors. In addition,
the grounding connection within a fixture shall be similarly treated
to protect such connection from the deteriorating effect of pool water
in the event of water entry into the fixture.

(j) Conductors on the load side of a ground-fault circuit-inter-
rupter or of a transformer, used to comply with the provisions of
Section 680-4 (g), shall be kept entirely independent of all other
wiring and electrical equipment.

Sec. 6. Until December 7, 1970, the appointments herein desig-
nated to be made by the County Executive shall be made by the
County Council.

Sec. 7. Electrical contractors licenses and electrical contractors
limited licenses issued prior to the effective date of this Act and valid
at the effective date of this Act shall be considered "master electri-
cians licenses" and "master electricians limited licenses" respectively,
until their expiration, for the purposes of the Montgomery County
Electrical Code.

Sec. 8. Severability.

The provisions of this Act are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or un-
constitutional or inapplicable to any person or circumstances, such
illegality, invalidity, or unconstitutionality, or inapplicability shall
not affect or impair any of the remaining provisions, sentences,
clauses, sections or parts of the act or their application to other per-
sons or circumstances. It is hereby declared to be the legislative in-
tent that this Act would have been adopted if such illegal, invalid or
unconstitutional provision, sentence, clause, section or part had not
been included therein, and if the person or circumstances to which the
Act or any part thereof is inapplicable had been specifically exempted
therefrom.

Sec. 9. This Act shall take effect on the 76th day following its
enactment.
