2782                            County Local Laws

103-12. Classification and minimum requirements for roads.

(e) "Secondary residential road" means a road not within
the definition of subsections (a), (b), (c) or (d) of this Section,
whose principal function is to provide direct access between a resi-
dential development housing less than 200 families and a primary
residential road, a state road, business district road or arterial road,
whether within or without the suburban district. The minimum con-
struction requirements for such roads shall be as follows:

Sec. 3. A new subsection (ee), to follow immediately after sub-
section (e), is hereby added to Section 103-12 of Chapter 103, title
"Streets and Roads," to read as follows:

103-12. Classification and minimum requirements for roads:

(ee) Tertiary residential road means any road not within the
definition of subsections (a), (b), (c), (d), (e), (g), or (h) of this
Section, whose purpose is to provide direct access to a residential
development containing not more than 75 dwelling units and meeting
the following requirements:

1.    The residential development served by the road is of a
type in which the Zoning Ordinance requires site plan review;

2.    The area to be served by the road is shown by the
adopted site or development plan as containing not more than 75
dwelling units and no uses other than residential and accessory uses;

3.    The Planning Board, in reviewing the site plan, finds
that a tertiary residential road is adequate to serve the traffic needs of
the immediate area.

(1)    Width.

(a)    Right-of-way. The right-of-way width shall be as deter-
mined by the Planning Board in the process of subdivision or site
plan approval in order to provide for the necessary parking, drainage
structures, sidewalks and utilities; but in no case shall it be less
than 27 feet four inches for two-way traffic and 21 feet four inches
for one-way traffic.

(b)    Pavement. Paving shall be at least 26 feet wide for
two-way traffic and 20 feet for one-way traffic.

(2)    Construction. The entire right-of-way shall be graded
and drainage structures, paving and curb and gutters shall be
installed.

(3)    Standards and Specifications.

(a) Grading. All grading shall be done in accordance with
plans and profiles approved by the Director, Standard 54 and Spec-
ifications Article C-l through C-9.
