AN ACT to amend Chapter 103, title "Streets and Roads," of the
Montgomery County Code 1965, as amended, by repealing and
re-enacting, with amendments, Section 103-11, title "Standards
and specifications," and subsection (e) of Section 103-12, title
"Classification and minimum requirements for roads," by ad-
ding a new subsection (ee) to said Section 103-12, and to amend
the Montgomery County Standard Specifications, Part III, title
"Montgomery County Design Requirements," subsection 6 of
Section 1, title "Requirements for Profiles Submitted for Ap-
proval to the Department of Public Works," to provide that the
Montgomery County Design Standards and Standard Speci-
fications may be amended by the County Executive by regulation;
to re-define the secondary road classification; to establish a ter-
tiary road classification and the requirements therefor; and to
provide for tertiary roads and their design requirements in the
Montgomery County Standard Specifications.

Be It Enacted by the County Council for Montgomery County,
Maryland, that—

Sec. 1. Section 103-11, Chapter 103, title "Streets and Roads,"
of the Montgomery County Code 1965, is hereby repealed and re-
enacted, with amendments, to read as follows :

103-11. Standards and specifications.

Except as otherwise provided, the construction of all roads shall
conform to the minimum requirements, standards and specifications
provided in this Article. Whenever used in this Article the word
"Standards" means Montgomery County Design Standards, and the
word "specifications" means Montgomery County Standard Specifica-
tions. The Montgomery County Design Standards and Montgomery
County Standard Specifications are hereby adopted and made a part
of this Article. The "standards" and "specifications" adopted hereby
may be amended by the County Executive by regulation pursuant to
Sec. 2-28 of this Code and subject to the approval, by resolution, of the
County Council. The Secretary of the County Council shall keep
among his official records the standards and specifications, as adopted
by the County Council, together with any amendments thereto. The
Secretary shall also prepare and make available to the public printed
copies of this Article and of such standards and specifications, and
they shall be given such free distribution or sold for such price as the
County Executive may determine from time to time.

Sec. 2. The first paragraph of subsection (e) of Section 103-12
of Chapter 103, title "Streets and Roads," of the Montgomery County
Code 1965, is hereby repealed and re-enacted, with amendments, to
read as follows:
