(d)    Parking privileges shall not apply to:

(1)    Roads lying within the limits of any incorporated city,
town, village or special taxing area, insofar as the city, town, village
or taxing area has the authority to enact or adopt standards for road
construction.

(2)    State roads.

(3)    Federal roads.

(4)    Roads lying within any park under the jurisdiction of
the Maryland-National Capital Park and Planning Commission, ex-
cept roads which are maintained by the County.

(5)    Private rights-of-way.

(e)    Any permit issued pursuant to this Section may be revoked
by the County Executive without prior notice when there has been
an abuse of the parking privileges.

SEC. 2. The County Council declares an emergency exists as to
the need of the enactment of this legislation and the above shall be-
come effective immediately upon adoption.

Sec. 3. For the purposes of this Act, all references to County
Executive shall mean County Manager until the election and qualifi-
cation of a County Executive.

Effective: July 21, 1970

to pay veterinarian for tuberculin tests of cattle," Section 11-17,
title "Same—Licensing and regulations outside sanitary district,
etc.," Section 13-8, title "Jailer or warden of county jail—Ap-
pointment; compensation; removal, etc.," Section 18-6, title
"Equipment—Purchase," Section 18-22, title "Board of trustees
—Authority of council to establish; composition; etc.," Section
20-6, title "Authority to provide diptheria anti-toxin for indi-
gents," Section 21-7, title "Expenditures—Authority of council
generally," Section 21-8, title "Same—Board of education to
keep certain funds separate; submission of estimates to council,"
Section 24-23, title "Authority to erect signs and name roads,"
