and operator thereof that such vehicle or trailer has been parked in
violation of this Article and instructing the owner and operator, or
either of them, to report to the nearest committing magistrate within
one hundred twenty hours of the time when such notice was so at-
tached to such vehicle and to pay as a penalty and in full satisfaction
of such violation the sum of five dollars, or as shall otherwise be fixed
from time to time by the County Executive with the approval of the
County Council.

108-11. Installation of meters; parking across lines.

(a)    Spaces for parking of motor vehicles shall be marked off
along county-owned parking facilities designated by this Chapter by
means of lines painted on such public parking facilities. It shall be
unlawful for any person to park any vehicle across or straddling a
line marking any such space.

(b)    Every person parking a vehicle in any off-street parking
facility shall park wholly within the area of one individual parking
space as marked out by painted lines, curbs or otherwise; the front
of any vehicle when parked must face in the direction of the curb
or parking meter.

108-13. Causing or permitting vehicles to be parked after parking
time expired.

It shall be unlawful for any person to cause, allow, permit or
suffer any vehicle to be parked in any parking space provided for by
this Article, beyond the period of time established by the duration of
the parking meter, any notice on the parking meter or posted sign
limiting the period of time a vehicle may remain parked in such a
space. The insertion of additional coins after such time has elapsed
does not extend the allowable time a vehicle may remain parked in
the same space.

108-17. Same—To attach notice to vehicle.

Each police officer or other authorized person, as described in the
preceding Section, shall attach to illegally parked vehicles or trailers
a notice to the owner or operator thereof that such vehicle or trailer
has been parked in violation of a provision of this Article and in-
structing such owner or operator to report to the nearest committing
magistrate in regard to such violation or violations.

108-18. Owner or operator of illegally parked vehicle to report to
committing magistrate within one hundred twenty hours.

Each owner or operator notified under the provisions of the pre-
ceding Section, shall within one hundred twenty hours of the time
when such notice was so attached to such vehicle, pay to a committing
magistrate as described in said notice at time of such payment, as a
penalty and in full satisfaction of such violation, the sum of five dol-
