4. The following acts are prohibited:

(a)  To drive or park any vehicle within or upon a safety zone, walk,
bridle-path, or any other place not designated or customarily used for ve-
hicular traffic.

(b)   To cause or permit a vehicle to stand anywhere outside of desig-
nated parking spaces, except for the time ordinarily required to receive
or discharge passengers.

(c)  To cause or permit a vehicle to obstruct traffic by unnecessary
stopping.

(d)   To drive a motor vehicle over a County or Park road at a speed
greater than that fixed by the Department of Recreation and Parks for the
road in question.

(q) Charges

No person may make use of or gain admittance to, or attempt to
make use of or gain admittance to, facilities in any County Park for the
use of which a charge is made by the Department of Recreation and Parks,
unless he or she shall pay the fixed charges or price.

(r) Grazing

Except under special permit, no grazing of cattle, horse, sheep,
goats, or any other domestic animals shall be allowed on any County Park.

(s) Pets

No pets, cats, dogs, or pets of any kind, are allowed on any bathing
beach or picnic area, or other restricted area, at any time. Seeing-eye dogs
excepted.

19.401Penalties

Any person charged with violation of the Rules and Regulations upon
conviction shall be deemed guilty of a misdemeanor and subject to a fine
of not less than Five ($5.00) dollars nor more than One Hundred ($100.00)
dollars.

Section 2. And, be it further enacted by the County Council of
Howard County, Maryland,
That this Act shall take effect sixty (60) days
after it stands enacted.

This Bill, having been approved by the Executive and returned to the Coun-
cil, stands enacted on October 12, 1971.

An Act to repeal and re-enact with amendments Sections 3.500,
3.501 and 3.502 and 3.503 and to add Section 3.504 to Title 3, "Build-
ings", subtitle "Building Code of Howard County Code", to provide
for approval of plans involving earth moving and construction by
the Howard Soil Conservation District, restrictions concerning grad-
ing, construction and provisions for permits, bonds, inspections and
fees, and providing penalties for the violations of the provisions of this
Act and further containing a severability clause.
