company in which the Grantee has a financial interest, from or in connec-
tion with the operation of the CATV system pursuant to this Act; pro-
vided, however, that this shall not include any taxes imposed directly
upon any subscriber or user by the State, County Government or other
governmental unity and collected by the Grantee on behalf of said gov-
ernmental unit.

K. "Channel" means a band of standard and non-standard frequen-
cies in the electromagnetic spectrum which are capable of carrying an
audio-digital and/or an audio-visual television signal or signals.

L. "Howard County Channel" means the channel or channels on the
Community Antenna Television System which are reserved by this Act for
exclusive use by Howard County.

M. "Company Channel" means the channel or channels on the Com-
munity Antenna Television System which are reserved by this Act for the
carriage of program material originated by the Grantee or by another
person in accordance with the Federal Communications Commission
(F.C.C.) rules and regulations.

N. "Educational Channel" means the channel or channels on the Com-
munity Antenna Television System which are exclusively allocated by
this Act for the carriage of educational/institutional program material.

O. "Public Access Channel" means the channel or channels on the
Community Antenna Television System which are exclusively allocated
by this Act and the FCC for free, dedicated, non-commercial, and non-
discriminatory use by the public on a first-come, first-serve basis.

P. "Lease Channel" means the channel or channels on the CATV
System which are reserved by this Act for carriage of program material
provided by persons who lease channel time and if necessary, studio fa-
cilities and/or equipment from the Grantee for the presentation of pro-
grams in accordance with this Act.

Q. "District" means the area within Howard County so designated
by the franchise in which a person, company, corporation or any other
entity is authorized to construct, operate and maintain a Community
Antenna Television System.

R. "Basic Service" means the simultaneous delivery by the Company
to television receivers (or any other suitable type of audio-video com-
munication receivers), of all subscribers and to all locations in the Dis-
trict of all signals of over-the-air television broadcasters required by the
Federal Communications Commission (hereafter, "F.C.C") to be carried
by a community antenna television system to be defined by the F.C.C;
the Company Channels; Howard County Channels except as may be desig-
nated for special purposes by the County Council or its authorized repre-
sentative; Education Channels; Public Access Channels; Lease Channels;
and Additional Service at the option of the Company; however, pay or
subscription television as defined by the FCC, shall not be considered
part of the basic service.

S. "Additional Service" means any communications service other
than the Basic Service, provided over its Community Antenna Television
System by the Company directly or as a carrier for its subsidiaries, af-
filiates or any other person engaged in communications services including,
by the way of example but not limited to, burglar alarm, data or electronic
intelligence transmission, facsimile reproduction reading, and home shop-
ping.
